MPM & Communication Metrics

0605 - ..
0606 - Summary/Objective
0607 -
060701 - Follow up ref SDS 22 0000, ref SDS 11 0000.
060702 -
060703 - Wayne will comment on communication metrics and the naming of the
060704 - person who performs this function using SDS. Submitted via internet
060705 - ref DIT 1 line 30, transmitting this record and explanation of
060706 - Communication Metrics at ref SDS 16 line 66.

0610 - Discussion
0611 -
061101 - Wayne has not had a chance to review my letter ref DIP 2 line 32, so
061102 - he has not considered the ramifications of a new management science:
061103 -
061104 - Communication Metrics
061105 -
061106 - ...which is initially mentioned in the POIMS paper on Automated
061107 - Management for the 21st Century, ref OF 1 line 339. However in
061108 - recent months, I have given "Communication Metrics" more
061109 - prominance because it is easier for people to grasp than POIMS,
061110 - ref SDS 9 line 113.
061111 -
061112 - ..
061113 - Discipline Title
061114 -
061115 - We reviewed efforts to develop a discipline title for a person who
061116 - performs "Communication Metrics," ref SDS 22 line 61, which means
061117 - someone who uses all of the features of SDS. Right now Wayne comes
061118 - close, except as he points out he has had not had enough time to
061119 - maintain the document log. We considered briefly Bill DeHart's
061120 - feeling at PG&E, that this skill may go beyond a secretary, admin
061121 - assistant, or even a Project Analyst. Wayne explained the need for
061122 - this role in our discussion on 970607, ref SDS 4 line 65, 941012,
061123 - ref SDS 5 line 41 and on 941020, ref SDS 7 line 204.
061124 -
061125 - One way to to think of this role is that it ensures all of the
061126 - relevant documents on Wayne's desk (see next record segment) would be
061127 - integrated in the flow of his work through the SDS program. This is
061128 - like what I did in the days before leaving DNRC in 1992, ref SDS 3
061129 - line 52, and described in the "Typical Day" using SDS scenario at ref
061130 - OF 2 line 129.
061131 -
061132 - In a planning meeting today for a series of 4 events on "communi-
061133 - cations" beginning in November, Bill DeHart feels
061134 -
061135 - "Communications Manager"
061136 -
061137 - ...is the guy that does the SDS stuff, ref SDS 24 line 305.
061138 - The problem I have with this is that Communications Manager is
061139 - already defined in the PMBOK under section 10 as someone who
061140 - develops a plan for the flow and kinds of information and
061141 - organization generates. He is not someone who writes up SDS
061142 - records and does the stuff shown in the "Typical Day" using
061143 - SDS scenario, ref OF 2 line 13. Still that may be the best we
061144 - can do. We cannot call him a "scribe."
061145 -
061146 -
061147 - Support Role
061148 -
061149 - Personally, I still believe there must be a major part for a secretary
061150 - in "Communication Metrics" because of the need to efficiently allocate
061151 - an executive's time, per discussion with Wayne on ref SDS 6 line 41,
061152 - and at ref SDS 8 line 201, This implies raising the contribution and
061153 - therefore the value and therefore the wages of a secretary. Most
061154 - secretaries would like to make more money. The value of a secretary
061155 - reflects the extent to which they raise the value of an executive. The
061156 - value of an executive is increased by more efficiently investing
061157 - intellectual capital. This means applying communication metrics using
061158 - SDS, ref SDS 16 line 128.
061159 -
061160 - [Applied these ideas at ref SDS 25 line 64.]
061161 -
061162 -
061163 - ..
061164 - Skill Set
061165 -
061166 - Using SDS requires the ability to write and link stuff; so tool
061167 - implementation must be learned.
061168 -
061169 - But using SDS also requires building, maintaining and applying the
061170 - Subject Index, Contacts and Document Log.
061171 -
061172 - It permits making connections with cost and schedule systems.
061173 -
061174 - It requires care and sensitivity in crafting the record to guide the
061175 - course of events. For internal management, it requires building
061176 - morale and confidence, as well as common understanding. It requires
061177 - attention to the implications of information relative to assigning
061178 - multiple subjects. Do we segment, or cross-reference? Sometimes we
061179 - do both.
061180 -
061181 - Secretaries make these decisions routinely in filing documents,
061182 - but it takes time and so there is a bias against extensive cross
061183 - filing. SDS not only makes it physically faster to do this
061184 - "filing," SDS also gives instant access to information that
061185 - discloses the need for linkage. Additionally, executives (or any
061186 - originator) assigns subjects in the course of doing the work. As
061187 - well, subject assignments are automatically replicated from prior
061188 - events, so most of the time there is no time required at all to do
061189 - the "filing."
061190 -
061191 - These dynamics mean that it is easier and faster to grow new
061192 - "knowledge" with SDS.
061193 -
061194 - See also discussion with Wharton, ref SDS 20 line 138.
061195 -
061196 -
061197 - I am inclined to the view that a "controller" of some sort should be
061198 - involved in this on an organizational basis. These are the folks who
061199 - in some way set the organizational chart, financial accounts, and the
061200 - filing system (records management). The same kind of considerations
061201 - go into the SI, except it comes up more regularly.
061202 -
061203 - See also discussion with Wharton School of Business on a curriculum
061204 - for "Communication Metrics," ref SDS 20 line 178.
061205 -
061206 -
061207 - ..
061208 - Active Role
061209 -
061210 - Bill DeHart feels this person is "active" whereas, support people are
061211 - generally not "active." This may be a significant challenge. At
061212 - PG&E, the role was active and supportive. My sense is that at least
061213 - on the second pass at DNRC, the role was not accepted as active. It
061214 - caused tension in part because it conflicted with existing roles. The
061215 - SDS person did not fit in anywhere.
061216 -
061217 - On the first session in 1988 at the Broadwater site, communication
061218 - metrics worked because the spotlight of SDS was directed outwardly,
061219 - per ref SDS 2 0000. Even in that case, there were some difficult
061220 - moments getting our side to give SDS a chance to work long enough to
061221 - accomplish its mission, per letter to Jeff, ref DIP 1 0000, issued at
061222 - ref SDS 1 0000.
061223 -
061224 - [On 950909 discussion with Morris on political concerns using SDS
061225 - at ref SDS 26 4480.]
061226 -
061227 -
061228 -
061229 - Follow Up
061230 -
061231 - Wayne agreed to comment on these considerations when his schedule
061232 - permits. He asked me to re-submit the former material.
061233 -
061234 - Submitted ref DIT 1 0000 transmitting this record via Internet. Since
061235 - Internet does not transmit line draw characters very well, I will send
061236 - this as an ASCII file. Wayne can integrate this into his own SDS
061237 - records to more easily comment.
061238 -
061239 - Included following records:
061240 -
061241 - • On 941228 discussion with Bill DeHart on need for communication
061242 - metrics, ref SDS 9 9954.
061243 -
061244 - • On 950202 Kerzner lecture on Project Management developed idea
061245 - of Communication Metrics more fully. ref SDS 10 8402.

1010 - Discussion
1011 -
101101 - Wayne said the Montana legislature has now gone home for the period,
101102 - but they have significantly changed the structure of State government
101103 - by consolidating agencies. Budget problems are less severe, but the
101104 - consolidations are carried out in the general interest of reducing
101105 - the scope of government.
101106 -
101107 - The good news is he may be able to get a new computer.
101108 -
101109 - Tape Backup
101110 -
101111 - I told him about our recent acquisition of an Exabyte 4200c 4 GB
101112 - tape drive that cost about $800, which less than the cost of the
101113 - 250 MB system that is in his current machine. This system
101114 - backsup and restores at 28 GB per minute, and the media cost
101115 - only about $10 per 4 GB cartridge instead of $30 for the 250 MB
101116 - cartridges he is now using. This is a significant savings on
101117 - the consumables.
101118 -
101119 - In the meantime, I can send him some extra 250 MB tapes.
101120 -
101121 -
101122 - Wayne said he has had no glitches with SDS since we last talked.
