Subject: NSF Proposal Review, Communication Metrics
Website demonstrates Intelligence

Dear Morris,

Thanks for the tip in your letter today on the need to explain how to improve intelligence. We worked on a useful definition of intelligence at your place on April 5, 1998. After more effort, on Sep 2, 1998 you reviewed this again in POIMS, and noted that an explanation is needed on "how" the definition is applied, which aligns with your letter today.

Comments by Intel staff on July 13, 1999 suggest they have not reviewed the definition of intelligence in POIMS. Possibly they have done that now, as a result of your follow up.

In any event, this is a credibility issue that can only be solved by giving people experience with the process. The NSF proposal Part 5 on Commercialization lists people who feel this point is established by using the Communication Metrics website. On April 22, 1999 Dave Vannier reported that Communication Metrics on the Internet supports Intel's goals for technology, and asks "...where to take it from here?" Of course I could be clutching at straws, and stretching Dave's remarks beyond intent, but clearly some people are favorably impressed by Communication Metrics delivering intelligence on the Internet. Disruptive technologies begin with a few, who, as Andy Grove says "get it!" That's all we need for now.

Therefore, the next step is to give people experience with the website to see if they recognize the definition of intelligence by working with it. Some will only see a bunch of words. Others will get lost in links, and feel it is a hopeless morass. But a few may see the light, as Dave and others have, and wonder, "where can we take it from here?" That's all we need for now.

If you feel comfortable turning the guys loose on a few SDS records, but prefer to use different records from those linked here, let me know, and I can provide stuff unrelated to our work on this matter.

Thanks again for giving this a try. I know it is tough sledding.

Sincerely,

THE WELCH COMPANY
