Automated Management, Keesling's Assignment

1206 - ..
1207 - Summary/Objective
1208 -
120801 - Follow up ref SDS 17 line 75, ref SDS 16 line 83.
120802 -
120803 - Developed edits to Richmond Contract Administration support scope of
120804 - services using Task Order descriptions. Considered tasks to upgrade
120805 - the organization structure for the Construction Services Branch and to
120806 - establish for Richmond Project. Discussed need for research on
120807 - implementing RMS.

1211 - Discussion
1212 -
121201 - Segment Scope of Services, Tasks 1 - 4
121202 -
121203 - Leonard provided two sets of the scope of services for Quality
121204 - Assurance developed from our meeting on 970225, ref SDS 9 line 76,
121205 - which is ref OF 2 line 7, issued to Leonard at ref DIP 6 line 35.
121206 - These documents have been marked up with revisions developed from the
121207 - meeting yesterday, ref SDS 16 line 134.
121208 -
121209 - Leonard also furnished a copy of Sue's letter, ref DRT 1 line 20,
121210 - summing up the results of the meeting yesterday. Sue's letter
121211 - supplements Tom Keesling's letter to Leonard, ref DRP 8 line 24,
121212 - received earlier today at ref SDS 17 line 107, which we also reviewed
121213 - during our meeting.
121214 -
121215 - The scope of Task Orders 1 and 3 is for Inspection Services and the
121216 - scope for Task Orders 2 and 4 will be for Contract Administration and
121217 - Communication Metrics. As Leonard mentioned yesterday, ref SDS 16
121218 - line 158, the content of Task Order 3 and 4 will be identical but for
121219 - different time periods to correlate with the fiscal year budgeting.
121220 - Task Orders 1 and 2 will run from notice to proceed to 970930 and
121221 - Task Orders 3 and 4 will run from 971001 to 980930.
121222 -
121223 - ..
121224 -
121225 - We discussed the idea of including in Task Order 2 and 3 some Contract
121226 - Administration scope beyond Communication Metrics, so that Luster has
121227 - something to do within that framework beyond Inspection support.
121228 -
121229 - Leonard suggested the following:
121230 -
121231 - • Claims, Management
121232 - • RFP Management
121233 - • RMS Support
121234 -
121235 -
121236 - Luster Can Support RMS on Richmond Project
121237 -
121238 - Follow up ref SDS 9 8447.
121239 -
121240 - Providing RMS support necessarily will cover the range of Contract
121241 - Administration practices entailed in supporting daily project
121242 - management, since that is the purpose of RMS.
121243 -
121244 - We considered using some of the language in the current scope called
121245 - Section C to have Luster support implementation of RMS and in doing so
121246 - it would provide Contract Administration support, since that is the
121247 - purpose of RMS. This will integrate well with Communication Metrics
121248 - which will interface with RMS through the SDS program. Leonard pointed
121249 - out that RMS will track documents and produce lists of Pending
121250 - Actions, and SDS does the same thing, plus it adds the connections
121251 - between various documents, analysis and Action Items. The project
121252 - will provide an opportunity to ensure Contract Administration is
121253 - adequately performed in conjunction with discoverying how RMS can be
121254 - applied to accomplish this goal. There is really a dual goal in
121255 - hiring Luster then. To assist in using RMS on the job and to ensure
121256 - that adequate Contract Administration procedures are used even if RMS
121257 - has some short fallings.
121258 -
121259 - Leonard asked me to re-draft the scope of services to reflect our
121260 - discussions this morning on editing the Section C prepared previously,
121261 - ref OF 2 line 12.
121262 -
121263 - [On 970317 preliminary review of changes. ref SDS 19 0000.]

130401 - Cost Estimates for Open Ended Budgeting
130402 -
130403 - Sue Fairchild's letter says
130404 -
130405 - A government estimate does not have to be prepared for the
130406 - labor rates - just the two task orders. Probably should
130407 - furnish contractor a copy of a format for proposal (what
130408 - disciplines we envision) to make things easier.
130409 -
130410 - per ref DRT 1 line 33.
130411 -
130412 - We were not certain what this means. Leonard will coordinate with Tom
130413 - Keesling, per his email at ref DRP 8 line 46, to clarify what is
130414 - needed, and he will prepare the estimates. He asked about the
130415 - staffing for Communication Metrics under Task Orders 2 and 4?
130416 -
130417 - [See follow up with Tom at ref SDS 18 line 212.]
130418 -
130419 - We reviewed our meeting with Tom Keesling on 970225 at the District
130420 - Office, showing the following staffing:
130421 -
130422 - Communication Manager: $100
130423 - Communication Agent: 80
130424 - Communication Administrator 60
130425 -
130426 - Leonard requested a copy of this record which was submitted previously
130427 - on 970226 via ref DIP 6 line 35, and discussed at ref SDS 10 line 143.
130428 - Today, we reviewed the staffing assignments that need to be applied in
130429 - developing the organization charts for the Construction Service
130430 - Branch, and for the Richmond project, as discussed on 970225, ref SDS
130431 - 9 line 134. I gave Leonard the copy of this record prepared for
130432 - meeting.

160601 - Mike Adding Autocad Capability to Support Engineering Function
160602 -
160603 - Mike Murphy came into the conference room briefly and discussed his
160604 - progress with a new Autocad program and/or feature, to apply and edit
160605 - photographs. He asked Leonard and I to visit his workstation so he
160606 - could demonstrate new skills he is learning to use these tools. We
160607 - spent about 15 minutes observing this new capability which is very
160608 - impressive. Mike's brief demonstration shows promise of critical
160609 - design support. Mike noted that the Engineering Division seems to be
160610 - relying more and more on the Construction Services Branch for help
160611 - with engineering, so these skills and technical capability are
160612 - crucial to save time.

160615 - Organization Structure/Resources Needed for New Projects
160616 -
160617 - Mike also noted while we were in the Conference room that the
160618 - Construction Services Branch has another new project that is scheduled
160619 - to start in August. Leonard indicated an understanding the project is
160620 - planned to start next year, in 1998. Mike seemed fairly certain of
160621 - the August launch date, and commented that this will require
160622 - mobilizing additional resources for COE supervision, inspection and
160623 - logistics.
160624 -
160625 - Leonard will review this and develop the requisitions needed.

200603 - I asked Leonard later if Mike is planning to spend time at a site
