051030 - Bill said he has spoken with colleagues in the Project Management
051031 - department for Grid Maintenance at PG&E.  Tom Markey is trying to get
051032 - a transfer.  The Construction Department is seeking to disengage the
051033 - Project Manager after work is assigned in the field.

051035 - I mentioned disucssions with Pam Tehari who feels PG&E's Project
051036 - Manager is not needed in the beginning phase of writing a contract.

051038 - This record reflects a gradual deterioriation of adherence to sound
051039 - management practices.

051041 - In large organizations, people are unable to see beyond functional
051042 - objectives.  The organization was originally successful because when
051043 - it was small, the people at the top exercised authority to "manage"
051044 - the projects.  The top people were the "project managers."  Increasing
051045 - size, makes it impossible for top people to manage every project.
051046 - They must delegate authority for project management.  People like to
051047 - delegate responsibility but not authority.  This is the proverbial
051048 - "fools gold" that leads to failure.  Everyone "knows" responsibility
051049 - cannot really be delegated, but day to day, it "feels good" to
051050 - exercise authority, and when things seem to be going awry, it "feels
051051 - good" to divert responsibility.  So day-to-day, executives fail to
051052 - properly delegate authority and feel pressured to cover up mistakes.
051053 - Soon the project manager becomes only a figurehead because people
051054 - don't like to report to people who have little or no authority.  They
051055 - like talking to the people with authoirty.  The experience at PG&E
051056 - shows the results.

051058 - Bill feels these mistakes are the result of PG&E discontinuing the
051059 - practice of issuing assignment letters to Project Managers setting out
051060 - their mission and authority.  Gradually, various specialists see the
051061 - project manager as interfering in their work, rather than
051062 - orchestrating essential coordination among highly trained funcational
