060702 -
060703 - Demonstrated SDS and discussed the management environment at PG&E.
060704 - Bill's situation seems well suited for SDS. He recognized how POIMS
060705 - concepts are applied by SDS to improve productivity by making it
060706 - possible to implement sound management practices called out by PMBOK
060707 - and other professional standards.
060708 -
060709 - [On 950721 review of PMBOK and ISO 10006 for project management,

0610 - Bill's Work Practice
0611 -
061101 - He has a desktop computer connected to a PG&E network, and I think he
061102 - has a notebook computer. His home computer can link to his office
061103 - desktop, so he can work at home. He uses or is familiar with Laplink
061104 - for transferring data between notebook and desktop systems.
061106 - ..
061107 - Bill oversees a number of projects which requires him to be on the
061108 - road traveling between sites. He has a car phone. He mentioned having
061109 - a lot of notes and documents that are difficult to manage, which is
061110 - typical of traditional business practice.
061111 - ..
061112 - His desk and office area are ergonomically arranged for
061113 - efficient handling of documents and using a desktop computer.
061114 - ..
061115 - I met Cindy who provides analysis and admin support.
061117 - ..
061118 - All of this is ideal for SDS.

0614 - Demonstration
0615 -
061501 - Last night Bill read notes on the Asilomar conference on 940612,
061502 - ref SDS 4 6442, and he read POIMS, ref OF 1 0001, submitted on 940615.
061503 - ref SDS 5 9390 He commented favorably on the amount of detail in the
061504 - notes of the conference.
061506 - ..
061507 - I used the notes of the discussion yesterday with Sherrill McDonald at
061508 - Moffett Field ref SDS 8 8390, to show how key components of SDS (e.g.,
061509 - Schedule, Diary, Subject Index, Document Log, Contacts) are applied to
061510 - implement POIMS management concepts. ref OF 1 0001
061512 - ..
061513 - PMP Examination
061514 -
061515 - We considered briefly the discussion on this subject. At the
061516 - conclusion of our talks today, Bill introduced me to Ed who has
061517 - the office next door. Ed said that he appreciated the concerns
061518 - about the PMP examination raised at ref SDS 8 5370.
061519 -
061520 -
061522 - ..
061523 - Discoverability
061524 -
061525 - Bill asked about the extent to which the SDS data base is subject to
061526 - discovery.
061528 - ..
061529 - I mentioned discussions with Supreme Court Justice Mosk on 911130.
061530 - ref SDS 1 0001 Will submit this along with comments from David
061531 - Bounchristiani on 911212, who is a lawyer who specializesin
061532 - construction matters. ref SDS 3 8492.
061533 -
061534 - I explained that my records have been subpoenaed twice. I have
061535 - done a "subject" report on the scope of the requested information,
061536 - and sent printed copies along with a disk of extracted records.
061538 - ..
061539 - The question of whether a broader right of discovery might be
061540 - permitted has not been decided by the California Courts.
061542 - ..
061543 - This is an evolving issue, see for example report at ref SDS 3
061544 - 8309.
061545 -
061546 -
061548 - ..
061549 - Learning and Support
061550 -
061551 - Bill asked how long it would take to use SDS effectively.
061552 -
061553 - I said the basic skills can be learned by an experienced PM within a
061554 - week or so. Effective implementation requires training and support
061555 - for at least a few months (not necessarily full time), because SDS has
061556 - to be applied in a live context in order for new Users to experience
061557 - that doing things a little differently, actually improves their work
061558 - practice and productivity. Managers need help to continue turning out
061559 - the same amount of work during transition from doing things with their
061560 - existing methodology, to using "automated integration" with SDS.
061561 -
061562 - See discussion with Sherrill at Kaiser on 940627. ref SDS 8 0T0W
061564 - ..
061565 - [On 950327 developed management science of Communication Metrics
061566 - for support and training to use SDS. ref SDS 14 0001
061567 - ..
061568 - Typically I provide this support by attending meetings and being
061569 - involved in communications needed to create the PM's record. The PM
061570 - begins learning by USING the record. This ensures immediate tangible
061571 - benefits, because the PM starts getting records like this one that set
061572 - out relevant facts on material issues linked to "Controllable Action
061573 - Items".
061575 - ..
061576 - I suggested that Bill call Wayne Wetzel at the Montana DNRC to get a
061577 - feel for the time required to acquire SDS skill:

090604 -
090605 - Bill feels SDS can be helpful at PG&E. He will discuss this with his
090606 - boss who returns from vacation Jul 17.
090608 - ..
090609 - He has recently taken over managing a project that has a lot of
090610 - problems, but feels it would take too long entering all the project
090611 - records into SDS, so he plans to ask his boss about using SDS on the
090612 - next new project Bill is assigned in another year or so.
090614 - ..
090615 - Bill asked how long it might take to enter history on existing
090616 - projects in order to use SDS? He said this is a big worry to his
090617 - boss, because it seems like a big expense and will take forever, so
090618 - it might be better to wait and use SDS on the next job, so all the
090619 - history is in the record from the start?
090620 -
090621 - [On 941004 Bill amazed that SDS was effective without having been
090622 - started when the project started. ref SDS 11 0785
090624 - ..
090625 - The short answer is that when a company hires a new CEO or manager
090626 - they do not spend weeks and months first pouring over all of the
090627 - company history for the past 10 months - 10 years before the new
090628 - person begins working. Neither do organizations hesitate to bring in
090629 - a new person on the grounds that background briefing is too expensive
090630 - or takes too long. The reason for making a change is to improve
090631 - handling ongoing operations. Bringing in SDS works the the same way
090632 - by briefing essential near term background on immediate issues, and
090633 - then additional background is obtained as the need arises.
090635 - ..
090636 - We reviewed the explanation in POIMS of the plan, perform, report
090637 - process. SDS adds value by making connections with organization and
090638 - analysis to ensure timely, effective action that aligns with
090639 - objectives, requirements and commitments. ref OF 1 TY5M SDS stores
090640 - information, but the value is not being a storage program; but, rather
090641 - a program to convert new information that comes up each day into
090642 - useful knowledge of cause and effect that impacts performance of the
090643 - work. Therefore, it is not necessary to start out entering a backlog
090644 - of work history. SDS adds background when it is needed to support
090645 - current initiatives.
090647 - ..
090648 - I will call toward the end of that week to begin planning how to get
090649 - started.
