in HQ USACE.  This reflects planning on Oct 9, where

you indicated
that Tom would be contacted for more information on his
 report
issued on Mar 28, 1997.


 


On Nov 4, the

Construction Services Branch
in Sausalito reported

advantages of
Communication Metrics on the Internet relative to conventional management
practice and computer use.  On Oct 22, District Counsel in CESPN reported that
Communication Metrics

saved the government $187,500.
This one item represents
a savings of 4:1 on the cost of Communication Metrics, that supports

government estimates
issued to CEMP-E on Oct 7, 1997.


Please advise of additional steps on reviewing Communication Metrics for wider
use to

grow experience and increase savings
discussed in USACE's letter dated
Nov 3, 1998
