-
- Scheduled to meet with Rick Oleniczak to meet tomorrow to review some
- of the meeting discussion that he contributed.
- ..
- Marcus expressed interest in seeing Communication Metrics. He noted
- that a number of questions were asked during the meeting, which seemed
- intended to develop planning and commitment from the Contractor on
- compliance with requirements, but Contractor personnel at the meeting
- evaded these questions by taking the discussion in another direction.
- ..
- Marcus felt these points should have been pursued more vigorously to
- press Contractor personnel
-
- [On 961017 Marcus complained that Welch was too vigorous.
- ref SDS 13 1127
- ..
- We reviewed Communication Metrics practice to support response in the
- manner that people feel comfortable making, and using follow up
- questions to obtain clarification, if volunteered. Accurate
- representation in the record then shows, in this case, when people are
- not responsive, and people discover through distribution of the
- record, and without belligerent prodding, that failure to perform
- impacts payment, that is is not helpful to the Contractor's cause.
- This awakening brings improved response in meetings and better
- performance of the work, as the Contractor recognizes its best course
- is to follow the contract, since that is what the Government is
- insisting upon in meetings, as shown in the record.
-
- [On 961017 Marcus reviewed Com Metrics practices and contractor
- reaction again, and gave approval. ref SDS 13 1381
- ..
- [On 970107 contractor commended Com Metrics practices for saving
- time and money. ref SDS 15 4953
- ..
- Marcus introduced us to Scott Zacker who is doing the Pier Demolition
- contract on the Todd Wing.
- ..
- Based on Marcus' discussion of issues involved from the progress
- meeting with Dutra, particularly his knowledge of piling operations
- and dredging in the Todd Wing, from his work on the Zaccor contract, I
- suggested he visit with Leonard and Bob Johnston on Thursday about the
- technical aspects of the pile removal operation.
-
- [See follow up discussion with Tom Benero, ref SDS 12 line 69.]
- ..
- I later discussed this with Tom Keesling and he feels there is no
- technical reason why Dutra and COE cannot agree on any quantities of
- material removed that may contain piling stubs. The main point is
- that Dutra is performing similar work in the Zacker project as a
- subcontractor, so there should be comparable unit prices.
- ..
- We observed a dolphin and a floating pier which is in use and
- which may be in Dutra's work area, as discussed during the meeting.
- ..
- Tom Keesling says Dutra can write COE a letter laying out any
- obstructions they encounter and requesting COE action to remove it.
- Tom is concerned about whether these matters are really in Dutra's
- way, or simply thought to be in the way. Engineering needs to be
- consulted about the Dolphin. Herb Cheong is investigating the ship
- and the floating pier.
- ..
- We saw the ship discussed at the progress meeting today, ref SDS 10

- floating equipment.

- Discussion with Zaccor 415 363 2181 510 534 0901
-
- We talked to Scot Zaccor who is one of two brothers who own Zaccor
- Demolition and Salvage. They have a $1M contract to perform
- demolition of a portion of piers where Dutra is to perform dredging.
- Scot said Dutra is performing pile removal under subcontract to
- Zaccor. He said the removal is fairly straightforward.
- ..
- Most of the piling in their job has a concrete pile driven next to a
- wood pile. He said mud sticks to the concrete piles but not to the
- wood piles.

- [.... laber today, discussion with District Counsel, Jim Stout, on
- this point, ref SDS 11 8830.]
-
- I said that is a way to think of the role, although as we go forward
- he may see how this effort to support the management function differs
- from the traditional meaning of "documentation."
- ..
- Another way to think of my role with COE is as a "leadership aide,"
- (see meeting with Hank Hatch, ref SDS 1 3229) who uses technology to
- accomplish the "military intelligence" function. This intends to
- relieve the burden of "documentation" and to make "communication" more
- effective for the leadership and management role. In the short term,
- however, "documentation" gets us into the subject.
