1007 - Summary/Objective
1008 -
100801 - Followed up work at ref SDS 7 line 29 and work at ref SDS 8 line 105.
100802 - Had conference call with Debbie Lewis and Wilma Ordiz. They have
100803 - changed the design of the comm system, expect to complete oa Jul 96,
100804 - rather than Mar 95, and have not completed design. They have
100805 - questions on design which were referred to Jivat. Recommended Bill
100806 - discuss with Jivat having another meeting on this matter.
100807 -
100808 - Submitted ref DIT 1 line 30 to Bill; ref DIT 2 line 30 to Jivat, and
100809 - ref DIT 3 line 30 to Wilma at CDWR with request she submit a copy to
100810 - Debbie Lewis. Submitted cc to Lori Brown; called and advised Lori.
100811 -
100812 - [This was followed up at ref SDS 10 line 58.]
100813 -
100814 -
100815 - Jivat sent ref DRT 1 line 30 showing he called Debbie and coordinated
100816 - her questions.

1011 - Discussion
1012 -
101201 - Reviewed understandings from discussion with Diana at ref SDS 5 line
101202 - 678.
101203 -
101204 -
101205 - Leased Com Lines complete 950302
101206 -
101207 - I advised PG&E's schedule shows (task GH0D3) the communication
101208 - lease lines to support the transfer trip system, will be installed
101209 - and ready for service by 950302. I asked that CDWR confirm with
101210 - Pac Bell if that date is achievable and if not when.
101211 -
101212 - Wilma said there has been a change in configuration. Originally
101213 - CDWR intended to use Pac Bell. For environmental reasons, CDWR
101214 - now intends to use fiber instead, and so will contract with GTE
101215 - to perform the work.
101216 -
101217 - CDWR is thinking of completing this work (PG&E schedule task
101218 - GH0D3) in July 1996, instead of March of 1995, as currently
101219 - shown in PG&E's schedule. This is based on their understanding
101220 - that the facility to be served by the communication system is
101221 - not scheduled to be completed until July 1996, and their stand-
101222 - ard practice is to install only after receiving a signed notice
101223 - from the project manager that the facility is complete. Wilma
101224 - feels it may be possible to advance this date, but at this time
101225 - has no information that supports an earlier completion date.
101226 -
101227 - Comment
101228 -
101229 - This would mean PG&E cannot install and/or test the trans-
101230 - fer trip system until oa July 1996. It draws into ques-
101231 - tion whether there are advantages to completing the trans-
101232 - mission tie lines a year prior to the time they can be
101233 - tested and placed into service.
101234 -
101235 - Delayed construction into 1996 will cause PG&E to incur
101236 - additional expense for labor escalation, possibly some
101237 - materials, and for administration of the contract.
101238 -
101239 -
101240 -
101241 - CDWR Scheduling Meeting
101242 -
101243 - Wilma is meeting with CDWR's design group later today. She will
101244 - explain our discussions this morning about getting an earlier
101245 - completion date based on PG&E's contract and understandings
101246 - with CDWR, ref SDS 2 line 160, as explained by Bill DeHart at
101247 - the progress meeting in Sacramento on October 5, 1994, ref SDS
101248 - 4 line 207.
101249 -
101250 - I asked if she has received a copy of PG&E's schedule (file
101251 - ...941006.MPP, ref OF 1 line 30) dated 941013, which was sub-
101252 - mitted to CDWR through Lori Brown on ref SDS 6 line 73, via ref
101253 - DIP 2 line 30.
101254 -
101255 - Wilma said they have not received this, but will contact Lori
101256 - to get PG&E's schedule so she can show her colleagues PG&E's
101257 - understandings and plans on this part of the work.
101258 -
101259 - I indicated my understanding that there is some flexibility
101260 - ("float") on the exact date PG&E needs the com line com-
101261 - pleted, and that PG&E intends to accomodate CDWR within the
101262 - limits of its contract. Our effort today is to gather
101263 - information toward achieving that objective.
101264 -
101265 -
101266 -
101267 -
101268 - Completion of Design
101269 -
101270 - Debbie has questions on type of service, and scope of interconnection
101271 - with PG&E work. She asked about the level of design information PG&E
101272 - needs.
101273 -
101274 - Since the design is changed and CDWR needs information from PG&E,
101275 - the design is not yet complete (see note below of discussion with
101276 - Lori Brown on submitting interim information to PG&E).
101277 -
101278 -
101279 - I asked if there are a series of questions that could be submitted in
101280 - writing? Initially Debbie said there is just a single question, but
101281 - in explaining it, there seemed to be a variety of design matters that
101282 - require clarification by PG&E engineers.
101283 -
101284 - I said I will submit this query to Jivat, and ask him to call Debbie
101285 - today. This was done via ref DIT 1 line 30. Jivat responded at
101286 - ref DRT 1 line 30, referring Debbie to appropriate PG&E people.
101287 -
101288 -
101289 - I will advise PG&E's project manager, Bill DeHart of these issues for
101290 - consideration of requesting another meeting to insure adequate
101291 - coordination with CDWR on design and schedule.
101292 -
101293 -
101294 -
1013 -
1014 -
1015 - 0937 called Bill DeHart
1016 -
101601 - Advised of discussion above, and recommended consideration of
101602 - scheduling a follow up meeting with CDWR on design and scheduling
101603 - matters. This really goes to the scope of the energize and test
101604 - issue, and whether PG&E should be doing the transfer trip work in
101605 - CDWR's control room, which was analysed and submitted on ref SDS 3
101606 - line 77 as ref DIP 1 line 30.
101607 -
101608 - Submitted ref DIT 1 line 30 to Bill for information and consideration
101609 - of determining with Jivat whether a meeting with CDWR would be
101610 - helpful, and in formulating scope of "Energize & Test" and "Transfer
101611 - Trip" scope.
101612 -
101613 -
101614 -
101615 -
1017 -
1018 -
1019 - 1047 discussion with Bill
1020 -
102001 - Advised of these considerations. Bill said Tony Gonsalves is PG&E's
102002 - rep on telecom, but that Jivat may need to provide information on how
102003 - the communication system connects with the transfer trip. He feels
102004 - Jivat can coordinate any additional dialog between PG&E and CDWR.
102005 -
102006 -
102007 -
1021 -
1022 -
1023 - 1005 called Jivat
1024 -
102401 - Advised of above understandings, and request for Jivat to call Debbie
102402 - Lewis to clarify design issues.
102403 -
102404 - Submitted ref DIT 2 line 30 to Jivat via E-mail to confirm.
102405 -
102406 - Received ref DRT 1 line 30 responding to this action.
102407 -
102408 -
1025 -
1026 -
1027 - 1109 Jivat called back
1028 -
102801 - He feels PG&E has submitted all the design information on the trans-
102802 - fer trip, and that questions on communications should be referred to
102803 - others (e.g., Tony Gonsalves). I explained my sense that some ques-
102804 - tions pertain to transfer trip, and that PG&E should hear these and
102805 - respond in a timely manner. I asked him to consider the E-Mail ref
102806 - DIT 2 line 31, and let me know if he is unable to coordinate with
102807 - appropriate PG&E staff to provide all of the information CDWR needs
102808 - to perform its work.
102809 -
102810 - Jivat said he will examine the e-mail and let me know the results of
102811 - his efforts.
102812 -
102813 -
1029 -
1030 -
1031 - 1113 Jivat called back
1032 -
103201 - He submitted ref DRT 1 line 18 showing he referred Debbie to
103202 - appropriate PG&E people for her questions.
103203 -
103204 -
103205 - Remedial Action Scheme (RAS)
103206 -
103207 - This seems to be a new issue. Jivat has referred it to Bill
103208 - DeHart as the PM, ref DRT 1 line 22.
103209 -
103210 - This may be part of GO 131-D stuff.
103211 -
103212 - [See follow up at ref SDS 9 line 73.]
103213 -
1033 -
1034 -
1035 - 1011 called Lori Brown
1036 -
103601 - Advised of above discussions. Submitted copy of ref DIT 3 line 30 to
103602 - Lori.
103603 -
103604 - She said she is putting in the mail today certain design information
103605 - for Jivat that indicates CDWR's change to fiber optics.
