1211 - Summary/Objective
1212 -
121201 - Follow up ref SDS 4 0000.
121202 -
121203 - Discussed Kent's objectives for the SDS evaluation. Finalized
121204 - contract scope and terms. Cynthia will advise when contract is ready
121205 - for signature, and coordinate on getting computer support. I will
121206 - attend meeting with Bill and Cynthia on Fresno project.

1215 - Discussion
1216 -
121601 - Kent explained his background in programing and developing systems for
121602 - PG&E that later gravitated toward construction project management.
121603 - This mirrors my own path from project management in construction, into
121604 - software product development. Kent will evidently be managing a major
121605 - business system development project for PG&E in another month or so.
121606 - ..
121607 - Ken advised that PG&E is converting its business systems to
121608 - Microsoft protocols, hoping this will improve productivity by using a
121609 - uniform technology. This is a $60M project.
121610 - ..
121611 - Kent said he likes SDS functionality that integrates various
121612 - systems, as shown in the demonstration on 940726. ref SDS 4 FU8J He
121613 - feels this is missing from other technology and is the only way to
121614 - help people work more productively. He noted that integration makes
121615 - learning more difficult, which causes resistance, because most people
121616 - are not ready to make the effort. As a result, he recommended to
121617 - Chris that PG&E do a pilot test to see if benefits are clear enough to
121618 - gain acceptance by most everybody.
121619 -
121620 - [On 941130 reports favorable results from SDS support for PG&E
121621 - departments and the State of California. ref SDS 6 BT8K
121622 -
121623 - [On 950110 Bill DeHart issues favorable report on SDS.
121624 - ref SDS 8 0001
121625 -
121626 -
121627 - ..
121628 - SDS Interface with Microsoft Windows
121629 -
121630 - On 940726 work has been done to implement Kent's suggestion to
121631 - integrate SDS with PG&E's logo, ref SDS 4 UP6O
121632 -
121633 - Kent said the concern he expressed to Chris on 940726, ref SDS 4 FU8J,
121634 - was with creating an adequate interface between SDS and the Windows
121635 - applications that PG&E is adopting as a company standard. He feels
121636 - this should be a priority of the evaluation effort.
121637 -
121638 -
121639 - Existing Procedures
121640 -
121641 - This is the "sales" challenge of integrating SDS with an
121642 - organization's existing technology, including their learning
121643 - threshold. Since PG&E is making a new and major investment, there
121644 - is a better opportunity to meet this challenge.
121645 -
121646 -
121647 - I concurred it is critical during the first 4 weeks to demonstrate
121648 - that SDS improves management productivity, as reported by Tudor in
121649 - evaluating SDS used for the Broadwater Dam project, in the record on
121650 - 890324. ref SDS 1 LZ5F
121651 -
121652 - Kent indicated he would like to see SDS launch Windows apps to link
121653 - information at specific locations in wordprocessing, spreadsheet and
121654 - other program files, as SDS does now for its own records and external
121655 - "documents." He feels scanning documents is not an optimal solution.
121656 -
121657 - I concurred that scanning is a slow process, and explained that
121658 - interface with other programs that seems like it would be helpful,
121659 - before gaining experience using SDS, turns out not to be necessary for
121660 - improving management productivity and earnings. SDS accomplishes
121661 - "intelligence" tasks by tracking cause and effect in relations to
121662 - objectives, requirments and commitments. Since none of this is being
121663 - done now, except in the minds of people, SDS makes a big improvement
121664 - without the interface that Kent discusses today.
121665 - ..
121666 - Kent feels that during the first 4 weeks of the pilot test we
121667 - should be cognizant of the need to develop the "ideal" solution.
121668 -
121669 - However, we do not want to spread ourselves too thin by looking at a
121670 - broad range of technical issues, while trying to assess productivity
121671 - and cost savings. It is going take a week or so, just to get
121672 - mobilized and begin performing project work.
121673 - ..
121674 - The first step is to validate that PG&E management methods can
121675 - be improved by someone who knows SDS (Welch), and to work out support
121676 - procedures.
121677 -
121678 - To accomplish this step, we will isolate SDS from PG&E systems, as
121679 - much as possible. We will moderate impact on PG&E culture with
121680 - one-on-one orientation meetings to demonstrate SDS procedures so
121681 - people are aware of the effort to add "metrics" to communication.
121682 - Experience shows that getting feedback from SDS is a shock to people,
121683 - but if they know about it in advance, then its okay. Feedback is
121684 - essential to build and maintain shared meaning and to improve accuracy
121685 - that increases productivity, per POIMS. ref OF 1 2200 and ref OF 1
121686 - 16EF
121687 -
121688 - The pilot test period will provide an initial base of information to
121689 - assess making wider use of SDS contemplated by Kent,
121690 -
121691 - We decided to set the pilot test contract for 2 months. If PG&E
121692 - wishes to continue the evaluation, we can write a change order for the
121693 - additional budget to do so, as discussed with Bill and Chris Snyder on
121694 - 940726. ref SDS 4 UP6O
121695 -
121696 - [On 941010 this objective was accomplished. ref SDS 5 0001
121697 -
121698 -
121699 - ..
121700 - Objectives & Metrics
121701 -
121702 - Welch will consider the project successful if any or all of the
121703 - following are accomplished:
121704 -
121705 - 1. PG&E determines Welch management support with SDS is a
121706 - valuable asset, even if PG&E elects not to adopt SDS for
121707 - internal business practices.
121708 -
121709 - 2. PG&E extends the pilot project to train and implement one or
121710 - more project managers to use SDS with minimal program changes
121711 - to integrate with PG&E systems, i.e., PG&E adopts SDS as an
121712 - approved application. Welch would provide training and
121713 - support.
121714 -
121715 - [On 941010 this objective was accomplished. ref SDS 5 7777
121716 -
121717 - 3. PG&E elects to support a major integration of SDS with its
121718 - business systems, which essentially means creating a Windows
121719 - application. Welch would create the product and grant PG&E a
121720 - permanent license to use it; develop training and support
121721 - programs for PG&E.
121722 -
121723 -
121724 -
121725 -
121726 - Computer
121727 -
121728 - Cynthia will coordinate on getting an adequate workstation, as speci-
121729 - fied at ref SDS 4 line 147. Kent said PG&E has 486 25 Mhz machines.
121730 -
121731 -
121732 -
121733 - Welch Contract
121734 -
121735 - Kent reviewed my proposal and said it is acceptable for supporting a
121736 - short form contract. Bill needs to write a paragraph that says Welch
121737 - is providing services and not products.
121738 -
121739 - We reviewed in my proposal where PG&E will be provided SDS at no
121740 - charge to evaluate the program, ref DIP 1 line 532.
121741 -
121742 - Kent gave Bill the name of the person to coordinate on getting the
121743 - contract prepared. Cynthia will coordinate with me on getting my
121744 - signature next week; after I sign it, either Chris or Bill can sign
121745 - it when they return from vacation.
121746 -
121747 - Insurance
121748 -
121749 - Kent feels I may have to provide certain insurance coverage. It
121750 - may be possible to waive that requirement, since I am not
121751 - providing any products or construction services.
121752 -
121753 -
121754 -
1218 -
1219 -
1220 - Contract Meeting
1221 -
122101 - Bill wants me to participate in a meeting in Fresno on 940811 at 1000.
122102 - Cynthia and I will drive down to Fresno from SF at 0700. She will get
122103 - a pool car for the trip.
122104 -
122105 - Cynthia will submit an agenda for the meeting.

150601 - I asked Kent for comments on these papers which were submitted at the
150602 - demonstration on Tuesday, ref SDS 4 line 63. He has not received a
150603 - copy of those documents yet. Bill furnished a copy during our
