080917 - appropriate for research expenditure.  We considered the idea that
080918 - investing money to develop data showing substantial cost savings occur
080919 - from using intelligence to grow more knowledge, rather than relying on
080920 - information, could benefit the national economy and national security.

080922 - Joe advised that occassionally there are conferences where the public
080923 - can meet with NSF staff to present ideas.  Those conferences sometimes
080924 - result in NSF taking a new direction in procurement for research.
