Jim Lovo submitted a response today, ref a, on HQ guidance for AIS from the Ft. Leonard Wood Conference, which DE asked about on May 4, ref f.

Analysis indicates DE has authority to adopt local measures to improve management and reduce costs, without obtaining prior approval from HQ on AIS. Further, Communication Metrics provides universal access to content using web browsers, which meets Chief Engineer's objective, as reviewed by Jim Lovo on May 6, 1999, ref e.

Planning on May 21 set objective to meet with DE on progress reviewing Communication Metrics, ref b. Input from HQ today, ref a, and doc log web page application reviewed on May 14, ref c and d, provide a foundation for meeting with DE.
