Rod,

I got your telephone message. [on May 20, 1999]

I have been out of the office on several special projects.

I never did receive a definitive answer to my e-mail inquiry regarding any "new policy" allegedly announced at the ENFORCE conference at Fort Leonard Wood regarding purchase of "computer Systems."

Accordingly, I called Mr. Ed Huempfner, acting chief of Directorate of Information Management here at HQ. He was at the Leonard Wood Conference. He stated that the Chief just reminded commanders that they need to pay attention to their IM costs, and that he wants them to enter any system they acquire and spend money on into the Corps version of ITIPS which is the information systems tracking system for USACE and the Army. There is no moratorium on systems purchases, but system expenses need to be entered into the IPIPS tracking system so that they have visibility.

The SF District Commander's IM staff can provide more info.

Sorry for delay in getting back to you.

Sincerely,

Jim Lovo
