Subject:   Intelligence and National Security

Dear Anne,

This follows up voice mail today commenting on your opinion paper expecting increased demand for intelligence following events on September 11, 2001.

I have invented a unique and powerful technology for doing analysis, which is now recognized as the weak link in intelligence. My software SDS (Schedule Diary System) enables analysts to build chronologies of cause and effect from information and data organized by context, and to assemble analysis in alternate ways that disclose patterns of conduct and correlations that reveal intentions, which are otherwise concealed by information overload. This can aid national security.

Intelligence requires a new kind of technology, called POIMS that enables SDS to provide a fundamental advance in alphabet technology by integrating time and information that lifts the ability to think, remember and communicate beyond the reach of ordinary literacy and other intelligence capabilities. SDS is not something we are planning to create. I have been developing SDS since 1985. It has a proven track record, as seen from the report on March 28, 1997 by the US Army Corps of Engineers, and recent evaluation by DNRC received on July 25, 2001.

An example of work product showing analysis capability is in the record on September 8, 2001 reviewing resistance to intelligence during times of peace and prosperity, due to laziness, ignorance, fear and denial. When difficulties arise, however, intelligence that seems like extra expense and "overkill" is suddenly in greater demand.

Putting intelligence to work for the government requires marketing expertise and access. EDS may be able to contribute through partnership in deploying SDS for meeting increased demand for analysis cited in your paper.

If you have time to click on a few links in this letter, recognize added value and want to talk about how EDS can contribute, I would be pleased to hear your views.

Sincerely,

THE WELCH COMPANY
