141020 - We also discussed the basis for changing the designation of a polygon
141021 - from "Soft" to "Hard", as in the RFPs, rather than from say "Soft" to
141022 - "Soft and Hard."   Tom said it is pretty clear in looking at the
141023 - material when it is dredged and placed on the scow that material is
141024 - hard or soft.  He indicated the classifications shown on plan sheet 14
141025 - of 20, ref OF 1 line 55, were based on samplings, possibly borings.
141026 - Thus, there was some basis for believing an area was one class or
141027 - another.  Therefore when additional evidence from actual experience
141028 - shows that "hard" material is encountered, it seems like the correct
141029 - designation of a polygon should be "Soft and Hard" rather than simply
141030 - "Hard".   It is not possible to know a polygon is all of one
141031 - classification until all of the work is done.  Or, have subsequent
141032 - comprehensive soundings produced sufficient conflicting evidence to
141033 - warrant the change from "Soft" to "Hard"?
