0505 - Summary/Objective
0506 -
050601 - Followed up work at ref SDS 22 line 47, ref SDS 18 line 54 and ref DIP 3 line 30 confirming objectives.
050603 -
050604 - Bill and I met with Allan Wenzel on scope of presentation to PMI.
050605 - Steve had a meeting at 1300 which did not finish in time for him to
050606 - sit in on our discussions.
050607 -
050608 - Explained PMI event program, ideas for Turner's remarks. Scheduled
050609 - follow up for Jan 31, 1996, to review Allan's preliminary outline.

0509 - Discussion
0510 -
051001 - PMI - Northern California Chapter
051002 -
051003 - Allan has been with Turner in San Francisco since March. He has not
051004 - attended monthly PMI meetings here, but did so in the Pennsylvania
051005 - area where he worked for Fluor prior to taking the Turner assignment.
051006 - Generally about 80 people attended their meetings.
051007 -
051008 - Bill explained our chapter has about 500 members. Monthly meetings
051009 - are held in different regions during the year. There is a pre-dinner
051010 - speaker, sometimes panel discussions, on professional development like
051011 - "Claims Management." After dinner there is a presentation on industry
051012 - trends and capital programs. Gene Bordegaray explained the SFO
051013 - Airport Expansion program. Another topic was financing for projects
051014 - in China. Last month a Pac Bell rep outlined a $16B program to
051015 - upgrade the State's phone system by the year 2000.
051016 -
051017 -
051018 -
051019 - Asilomar Event
051020 -
051021 - Bill gave an overview of our Chapter's annual regional symposium in
051022 - Monterey, CA. It draws attendance mainly from our Chapter, as the
051023 - sponsor, but is open to the national membership and guests.
051024 -
051025 - It is a 3 day affair held in July.
051026 -
051027 - PMI will hold its national convention in San Francisco in 2000. This
051028 - year the PMI National Board will attend the Asilomar event to see the
051029 - level of support the Chapter can provide for the national event, ref
051030 - SDS 16 line 141.
051031 -
051032 -
051033 - ..
051034 - Communications Theme Background
051035 -
051036 - We reviewed a presentation last April by Joel Koppleman, founder and
051037 - chairman of Primavera. Allan said Turner uses Primavera to schedule
051038 - its work. Joel titled his remarks "Magic Dates" to reflect difficulty
051039 - meeting completion dates, even when equipped with the latest CPM and
051040 - budgeting tools, ref SDS 3 line 241. He attributed these difficulties
051041 - to failed communications throughout the management "food chain." ref
051042 - SDS 3 line 324 Joel feels something more is needed to improve
051043 - management productivity besides cost and schedule tools.
051044 -
051045 - In September of last year there was a Forum on "Improving Meeting
051046 - Skills." Other indicators point to the increasing challenge of
051047 - meeting management's primary responsibility:
051048 -
051049 - communications
051050 -
051051 - ...since it is the core of all community action, such as a
051052 - project. Everybody seems to agree that communications is the
051053 - "Achilles Heel" of management.
051054 -
051055 - As a result, it seemed appropriate for this year's Event Program to
051056 - look into ways to improve management communications.
051057 -
051058 - Allan commented on the magnitude and importance of this task. He has
051059 - investigated management work flows among engineering disciplines to
051060 - develop better processes.
051061 -
051062 - I submitted a copy of the New World Order... paper that will be
051063 - published in May of next year to consider the challenges and
051064 - opportunities of improving management communications from two
051065 - perspectives:
051066 -
051067 - • Technological
051068 - • Cultural
051069 -
051070 -
051071 -
051072 - Event Objectives
051073 -
051074 - Allan had not seen the correspondence submitted to Turner on ideas for
051075 - a presentation. We reviewed prior discussions with Steve leading to
051076 - the meeting today, per ref SDS 12 line 124 and our letter ref DIP 3
051077 - line 39. A key objective is to evaluate and improve management
051078 - communications.
051079 -
051080 -
051081 - Management Standards - Improving PMBOK
051082 -
051083 - We discussed PMI's "Project Management Body of Knowledge" (PMBOK)
051084 - using notes of an earlier meeting with Intel? ref SDS 13 line 118.
051085 - PMBOK calls for business processes to "align" communications from
051086 - meetings and documents, to avoid conflicts and errors, ref SDS 7
051087 - line 671.
051088 -
051089 - [See follow up at ref SDS 25 line 605.]
051090 -
051091 - Allan has implemented ISO 9000 criteria, and is aware of the draft
051092 - ISO 10006 for project management. We looked at the requirements
051093 - for "Traceability to original sources" and "Continual Learning" so
051094 - team members can maintain shared meaning and discover errors in
051095 - understandings before mistakes occur that cause extra expense,
051096 - delays and frustrations.
051097 -
051098 -
051099 - PMI's Asilomar event asks: "How are major firms, like Turner,
051100 - accomplishing these standards?" Can the standards be improved?
051101 -
051102 -
051103 - Risk Management & Communications
051104 -
051105 - Steve said this morning that Alan has a meeting tomorrow with a
051106 - pharmaceutical firm. This industry is beginning to look at ISO
051107 - type capability for projects management, ref SDS 12 line 163.
051108 -
051109 - Turner's presentation in the marketing meeting tomorrow might be
051110 - useful for the PMI event. What are Turner's customers asking for
051111 - these days?
051112 -
051113 -
051114 - Rocket Science is "Communications"
051115 -
051116 - We considered the magnitude of the challenge to "align"
051117 - communications, using the case study of the Space Shuttle "O" Ring
051118 - failure, ref SDS 1 line 709, discussed with Steve at ref SDS 12
051119 - line 181, and submitted to Turner via ref DIP 3 line 39. Better
051120 - communications are costly, but the alternative is painful failure.
051121 -
051122 - ..
051123 - Allan's Communication Innovations
051124 -
051125 - Allan seemed to describe a "Continual Learning" program he has
051126 - developed and implemented over several years at Fluor. The value
051127 - of this communication method was considered in relation to Intel's
051128 - experience changing work assignments of 25% of its employees...
051129 - ref SDS 13 1524
051130 -
051131 -
051132 - New Ideas Require a Sponsor/Champion/Nurture
051133 -
051134 - Allan recalled being asked to publish a paper on his ideas,
051135 - but held off to protect Fluor's competitiveness. Since leaving
051136 - Fluor evidently that effort has not been continued because
051137 - there is no sponsor. He is now considering publishing his
051138 - ideas.
051139 -
051140 - Bill mentioned similar initiatives at PG&E which seemed to
051141 - work well, but were not pursued after the person who came up
051142 - with the idea left the firm.
051143 -
051144 -
051145 - Allan's idea seemed to include assembling a group of 3 or so
051146 - engineers/managers to act as an information management team,
051147 - similar to the Communication Metrics concept that will be offered
051148 - at the Asilomar event.
051149 -
051150 -
051151 - Challenge of Cultural Change
051152 -
051153 - Allan's experience and innovations seem to fit PMI's Event
051154 - objective to assist the membership in recognizing the need for
051155 - change and finding ways to meet the challenge of organizational
051156 - resistance. We reviewed ideas on this from the preliminary Event
051157 - agenda, ref SDS 21 line 304.
051158 -
051159 - I mentioned my experience 30 years ago, ref SDS 4 line 129, as a
051160 - young estimator, observing difficulties introducing CPM scheduling
051161 - which was resisted as unbudgeted, and conflicting with the need to
051162 - "expedite the job." Allan's innovations at Fluor appeared from
051163 - his description to have encountered similar cultural barriers.
051164 -
051165 -
051166 -
051167 - Preliminary Agenda
051168 -
051169 - We reviewed preliminary symposium agenda from recent discussions at
051170 - ref SDS 21 line 230.
051171 -
051172 - In sum, the PMI event will help members and organizations...
051173 -
051174 -
051175 - "Take the quantum leap into the 21st century."
051176 -
051177 -
051178 - We will define "communications" as an instrument of leadership; expose
051179 - limitations of human biology that cause faster information flows to
051180 - reduce understanding and thereby impair communications, causing
051181 - frustrations, anger, and poor performance. Successful industry
051182 - leaders (e.g., Turner) will explain their current practices and plans
051183 - to improve communications. Difficulties will be explained arising
051184 - from over reliance on personal computers, and what is needed to make
051185 - them more helpful to managers. Quantum leaps in technology will be
051186 - offered to meet concerns voiced by practitioners. Ideas to deploy
051187 - solutions will be presented, along with equally daunting challenges of
051188 - taking a "quantum leap" in organizational culture. The prospect will
051189 - be presented that market forces are creating a growing pool of early
051190 - retirees; many are ideal to serve as "Ambassadors of Change" to meet
051191 - this challenge, i.e., "How do we get from here to there?" We need a
051192 - "body," a sponsor, maybe a team, to investigate, test and support
051193 - change. We need a new kind of "Communication" worker to accommodate
051194 - the increase in the flow of information, as practiced by Allan at
051195 - Fluor.
051196 -
051197 -
051198 - Speaker Suggestions
051199 -
051200 - We reviewed speaker needs to accomplish this agenda. We have a
051201 - psychologist to present the ideas from Cognitive Science, but are
051202 - seeking others to interview.
051203 -
051204 - We are seeking someone of executive stature who has speaking
051205 - skills to present the closing remarks that identify the
051206 - "Ambassadors of Change" concept and work through with the members
051207 - what they can begin doing to change.
051208 -
051209 -
051210 -
051211 - Turner's Presentation
051212 -
051213 - The event will be the 2nd or 3rd week of July. Turner would speak
051214 - Saturday morning. We are hopeful of getting Bill Walsh and a
051215 - prominent psychologist to speak the previous evening. Turner will be
051216 - followed Saturday afternoon by Intel speaking on future technologies.
051217 -
051218 - Bill said Turner's remarks should be about an hour, if we are
051219 - successful in getting Raychem to supplement Turner's presentation,
051220 - otherwise, we might want Turner to go for 90 minutes or so. This
051221 - means allowing for 15 - 30 minutes of Q&A.
051222 -
051223 - Allan is familiar with Raychem. I mentioned that Raychem received
051224 - PMI's "Project of the Year" award in May. We have had several
051225 - meetings with them, and they indicated a desire to participate to
051226 - explain their success using ISO criteria, ref SDS 8 line 222, but
051227 - have not yet fully committed.
051228 -
051229 - Allan has several Turner people who will help with preparations and
051230 - the presentation. He mentioned Russ, whom Steve Rule had talked about
051231 - earlier. Possibly Steve will be helping Allan as well.
051232 -
051233 - Turner can structure the presentation to include audience exercises
051234 - and interaction, i.e., ask them questions.
051235 -
051236 -
051237 - Follow Up
051238 -
051239 - We are meeting with Intel on Jan 3 to review their outline.
051240 -
051241 - Allan feels Turner can have an outline ready by the end of January.
051242 - We will set an objective to meet Jan 31, which is a Wednesday, and
051243 - confirm the time a week or so in advance.
051244 -
051245 - Scheduled call to Allan on Jan 9 to confirm meeting on Jan 31, and
051246 - ask about progress on presentation outline.
051247 -
051248 - [See follow up at ref SDS 24 line 44.]
051249 -
0513 -
