060504 - I asked Jeff about Voith's letter of 880630, Sletten's letter of
060505 - 880630 and his response of 880701, all dealing with welding defects,
060506 - proce- dures and remedies.  These are references 26 - 28 in the
060507 - Engineer's Decision, ref 6 and 7 herein.

060509 - Jeff said that following receipt of the letters from Voith and
060510 - Sletten, he inspected the welding and found it was defective as
060511 - described by Voith.

060513 - He did not specifically direct Sletten to repair defective welding in
060514 - his letter to Sletten on July 1 (ref 28 in the Engineer's Decision)
060515 - because it was only tack welding and so would necessarily be corrected
060516 - during the next phase of production welding.  Jeff said that in light
060517 - of the defective welding, the State hired an independent welding
060518 - inspector to insure production welding would result in correcting the
060519 - defective tack welding at issue in the Voith and Sletten letters.

060524 - equipment, and that the Contractor was required to submit a specifica-

060528 - Engineer's Decision on the DTL).  Sletten failed and refused to submit
060529 - such specification on the grounds that its personnel lacked the
060530 - expertise to prepare same; and so to avoid further delay the Engineer
060531 - prepared a procedure for the Contractor rather than requiring the
060532 - Contractor to hire qualified people to accomplish the requirement.

060547 - part why Art insisted in rolling the DTL during assembly in May.
