Palanza's questions on Com Metrics

Dear Morris,

Dan Palanza submitted questions on July 19, about the efficacy of Communciation Metrics which support your assessment, and initial comments from Tom and Keith.

I've taken a stab at addressing his concerns. Experience shows that, absent force of arms, hierarchy, law, contract, religion, people hold to feelings, regardless of evidence. Dan has a clear feeling that is hard to overcome by the record. This may end our NSF effort.

Feel free to stand down on seeking support for Communication Metrics at Intel, which we discussed on July 18. I appreciate what you have done in expending personal capital on an initiative that seems to lack substance. It has been difficult and taken up valuable time struggling with SDS links. What is a big benefit in creating and using the record, is not being percived readily enough, as delivering the light of intelligence, i.e., self-evident benefits. Not sure where to take it from here.
