Dear Bill,
Thanks for your letter on June 25. NSF requested resubmission to meet format issues. This was done on June 16; and the proposal was enhanced. On June 29 got a call from NSF saying the proposal would be reviewed on the merits. There is about a 2% chance of approval, based on experience of people reviewing these ideas, and under reasoning from a book, The Innovator's Dilemma setting out the challenge of disruptive technologies.
The recent issue of Fortune magazine has a good article on why CEOs fail, that seems to support Communication Metrics.
