Your comments in discussions on the Knowledge Management web site indicate an appreciation for the challenge of adding "intelligence" to management, ref a. Sorry I did not introduce myself, and apologize for any confusion my "out-of-the-blue" letter may have caused.
Communication Metrics has been implemented. U.S. Army Corps of Engineers issued a report on Mar 28, 1997 which provides an official explanation of the capability. It is under review now, and I expect they are struggling with understanding what it means, as in your case.
GEM sounds interesting, as an application of your "Oneness" ideas in solving a very difficult problem for managers, which they do not "know" they have.
So it is a struggle to find revenues for development and growing awareness of this potential. Landauer, who is cited in the attached record and formerly headed Bellcore (which SAIC recently acquired), cautions against relying on the homily about people using only 2% of mental capacity. In any case, this presents a big opportunity for reducing costs. Government is notorious for "waste, fraud and abuse." The problem, however, of correcting management mistakes that cause rework is pandemic in-and-out of government due to the nature of "knowledge management" in the human mind which is overwhelmed by the "noise" from new technologies. So, the opportunity is there. It just takes time.
That is how I ran into you -- researching "knowledge management."
