151633 - Richmond?  He indicated mid-July because there is a disposal site that

151637 - days from NTP to begin construction.  Could be there is a block of
151638 - time from date of contract award to NTP which covers submission of
151639 - bonds and insurance certificates, MBE stuff etc.
