- ..
- Summary/Objective
-
- Followed up work at ref SDS 42 line 93, ref SDS 40 line 100, ref SDS 36 line 87, ref SDS 35 line 77.
-
- I talked to Marc about Max's objective to begin procurement of
- Communication Metrics for the Port of Richmond project.
-
- Marc indicated he was not sure what to do, and that he planned to
- discuss it with Max later today.
-
- Marc advised that the Contract Admin meeting yesterday with Dutra in
- Sausalito was not productive. He said that Lynn Cardoza and Rob
- Andrews attended the meeting contrary to the CON OPS memo issued to
- Herb Cheong, ref DIP 4 line 88 issued at ref SDS 25 line 83, and
- contrary to representations to Dutra, ref SDS 20 line 176 and at ref
- SDS 32 line 159. Marc indicated there was discussion with the Port
- last week that meetings between Dutra and the Port were to be
- scheduled separately from Contract Administration meetings, and were
- to be managed with an agreed upon agenda in advance of the meeting
- between the Port and COE. As a result Marc informed Lynn that the
- meeting was not intended for the Port. Lynn insisted on attending to
- observe body language of Bob Johnston during discussions.
-
- [See follow up discussion with Max on moving ahead, ref SDS 43
- line 152.]
-
- Marc said that Bob Johnston did not say anything, and Leonard only
- made a few perfunctory remarks. Marc advised that Leonard received
- the notes for the meeting last week on 970106, ref DIP 6 line 30,
- issued at ref SDS 41 line 50, and used the Action Items to guide the
- discussion yesterday.
-
- It is not clear in the record what action will be done to follow up on
- yesterday's meeting so needed business can be conducted effectively.
- What record was captured; where are the action items; who is doing
- whatever needs to be done? How do the documents issued and received
- relate to the dialog?
-
- Talked to Max by phone later and he confirmed Marc's understanding
- that meetings between the Port and Dutra are to be scheduled in
- advance and managed by COE. It was not entirely clear, if COE had
- maintained its recent decision to hold Contract Administration
- meetings without the Port, per CON OPS memo to Herb ref DIP 4 line 19,
- issued at ref SDS 25 line 87.
-
- My sense is that this requires further effort. We considered having
- Herb finalize the Project Management Plan, as requested by DE oa
- 961024, and issue to the Port.
-
- Max also said he met with Jim Stout this morning and that Jim seemed
- to recognize and endorse Max's understanding that Communication
- Metrics is differentiated from ordinary litigation support, and so may
- qualify for sole source procurement.
-
- [See follow up on ths point at ref SDS 43 line 150.]
-
- I mentioned my meeting with Jim yesterday, and suggesting that Jim may
- be able to assist Max and Marc in formulating an adequate procurement
- for Communication Metrics, ref SDS 42 line 157. Max said Jim did not
- say anything about it.
-
- I suggested that Max could discuss with Marc preparing a procurement
- package per my discussion with Marc last Friday, ref SDS 40 line 234,
- to use the materials prepared by Tom Keesling as a guide, and then
- submit it to Jim for comment before Jim leaves tomorrow.
