131103 - Bill said he heard from Tom Marky today, that CDWR was about a month
131104 - late obtaining the easements so PG&E can commence work.  This may be
131105 - particularly serious, because February when work was scheduled to
131106 - start was a dry period when work could be performed (assuming the
131107 - ground was okay).  March has been excessively wet, compounding the
131108 - delay.  Tom has indicated that if PG&E cannot complete work in the
131109 - areas of sensitive species habitat, then they will pull off and
131110 - return later.

131112 - Bill indicated it sounds like that CDWR may have relaxed its
131113 - management of the project after the scope was reduced in December.
