080801 - Followed up discussions at ref SDS 12 line 267. Wilma said she just
080802 - met with Lori and Pac Bell. CDWR has decided to construct a separate
080803 - telecom system with Pac Bell for PG&E Transfter Trip, rather than try
080804 - to use the fiber optic system being installed with the pipeline.

080806 - They are concerned that pipeline construction work is not proceeding
080807 - fast enough for the telecom line to be available when PG&E needs it
