101501 - A key point of the contract is that PG&E first merely seeks to acquire
101502 - the right to an easement it needs in order to negotiate a contract
101503 - with two other parties, Sierra and Parkway, which if successful, will
101504 - then obligate PG&E to construct certain facilities in SMUD's right of
101505 - way.  Once constructed, PG&E will then be required to lease a portion
101506 - of those facilities to SMUD.  Bill and Tom believe that the date
101507 - construction is completed is more important than the date the line is
101508 - energized, since at that time SMUD has access to the facilities for
101509 - its own purposes, even if PG&E does not energize the line.
