101401 - Mike advanced a scenario where PG&E could accomplish the engineering,
101402 - procurement and construction activities needed to obtain an exemption
101403 - for GO 131-D environmental permits.

101405 - Pam feels the contract negotiations could take up to 4 months.  She
101406 - feels this lengthy period would prevent PG&E from completing the work
101407 - in time to qualify for an exemption from GO 131-D.

101409 - The discussion today indicated to me that PG&E has made a GO 131-D
101410 - filing for an exemption on the basis of segmenting the project.  One
101411 - segment is to relocate an existing line.  The other segment is to
101412 - "reconductor" the line.
