0807 - ..
080701 - Jeff asked about the condition of the injured workman.
080703 - ..
080704 - Kieth said he was released from the hospital yesterday and came to the
080705 - job to get his gear. He apparently broke his wrist.
080707 - ..
080708 - Kieth advised that the indications at this time are that the workman
080709 - failed to properly secure his ladder and that this led to the
080710 - accident.

to Cofferdam, Scour

0904 -
0906 - ..
090601 - Jeff asked if Sletten has all the information it needs to proceed with
090602 - corrections to the Cofferdam, pursuant to its notice, ref 13, and the
090603 - Engineer's Directive that Sletten take corrective action.
090605 - ..
090606 - Ramifications of the situation were discussed relative to scope and
090607 - duration. Dave indicated that the cofferdam might be okay without
090608 - corrective work, but that Sletten wanted the Engineer to be aware of
090609 - what has happened. Dale Harrington indicated that he has observed
090610 - that the "discoloration" which had been reported a few days earlier
090611 - has receded considerably.
090613 - ..
090614 - Jeff decided Sletten should proceed with the corrective work.
090616 - ..
090617 - Kieth said Sletten will complete repair work by COB Saturday, 881001.

SUBJECTS
Coordination with
Gracon Contract

1104 -
110501 - ..
110502 - Gracon Access across Upstream Cofferdam
110503 -
110504 - Rod Welch advised that the Engineer has taken notice that Sletten's
110505 - crane is now parked in the area which is Directed for use by Gracon.
110506 -
110507 - The crane is not doing any work. It presents a potential bar to
110508 - Gracon performing its work in the manner Sletten caused on 880921 and
110509 - 880922, ref SDS 5 6038
110511 - ..
110512 - Dale Harrington stated that Gracon intends to mobilize a Concrete
110513 - Pump truck on site today and that it needs to be stationed at the
110514 - location where Sletten's crane is now parked.
110516 - ..
110517 - Jeff explained that Gracon intends to attempt its next pour with the
110518 - Concrete Pump truck parked where Sletten's Crane is located and that
110519 - Sletten has a duty to move the crane, so that Sletten does not cause
110520 - Gracon delay in setting up the Concrete Pump truck at that location,
110521 - pursuant to the Engineer's Directive, ref 9 and 7.
110522 - ..
110523 - Jeff further advised that Gracon's decision to locate its
110524 - Concrete Pump truck for the next pour at the edge of the Cofferdam
110525 - rather than at the foot of the stair next to the dam, does not waive
110526 - any of the provisions of the Directive permitting them full access
110527 - across the Cofferdam, ref 9 and 7.
110529 - ..
110530 - These understandings do not require that Sletten may not park its
110531 - crane in the present location during periods when such location is
110532 - not needed by Gracon. Nor does it mean that Sletten is denied or
110533 - inhibited in performing its work as needed, during periods when
110534 - Gracon is not using the access for its work, as in the past few days.
110536 - ..
110537 - It is expected that Gracon will give Sletten notice when it needs the
110538 - area where the crane is parked, and that if Sletten delays the avail-
110539 - ability of this area, then damages will further accrue as set out in
110540 - prior notices, ref 9 and 7.
110541 - ..
110542 - Sletten's notice of the Gracon accident, ref 17, states in
110543 - connection with this matter:
110544 -
110545 - "In view of our previously ignored concerns about Gracon's
110546 - intended use of our cofferdam, precautions and general lack of
110547 - proper planning and implementations, we request very adamantly
110548 - that they be directed to use other means and/or methods on all
110549 - future concrete pours"
110551 - ..
110552 - The Engineer finds this position is incorrect. The accident
110553 - occurred at night and related to an electrical line. It had
110554 - nothing to do with the cofferdam. The cofferdam was at all times
110555 - secure and unaffected by the accident. Without passing on the
110556 - issue of fault, per se, it appears that Gracon's planning and
110557 - precautions were no more "inappropriate" than Sletten's conduct
110558 - when its workman was injured in an accident a few days after
110559 - Gracon's accident, ref 19 and 20. It might be argued that the
110560 - electrical line was negligently located and secured. However
110561 - that issue is different from Gracon's access across the cofferdam
110562 - to perform its work.

& Sletten Concrete Pours

1304 -
1306 - ..
130601 - Kieth advised that Sletten has a number of large pours to make the
130602 - next few days.
130604 - ..
130605 - Gracon also has several large pours. Dale and Kieth will work out
130606 - between them the best times for each to pour. Dave indicated that
130607 - Sletten is anxious for Gracon to complete the first part of its work
130608 - so flows can be directed to the other end of the dam away from the
130609 - cofferdam.

Concrete Pours

2004 -
2006 - ..
200601 - Jeff asked about the delay in making some of the concrete pours later
200602 - than the dates shown in the Schedule, ref 8.
200604 - ..
200605 - Dave explained that the work to prepare for concrete pours (forming
200606 - and installing rebar) has not progressed as quickly as expected
200607 - because of the complexity of construction details and the confined
200608 - area where the work is being performed. He feels Increasing the labor
200609 - force would not likely reduce the time of performance.

260703 - ..
260704 - Jeff asked if Sletten still feels sure it can meet the Scheduled
260705 - completion of the curb ring and other work within the remaining period
260706 - to enable Voith to begin on 881017, despite the fact that some of the
260707 - concrete pours have not been made on time?
260709 - ..
260710 - Dave Marsh said Sletten is committed to meeting this milestone.
260712 - ..
260713 - Jeff asked about when Sletten expects to be setting the Curb Ring and
260714 - how long it will take to perform, since the Schedule shows 10 work
260715 - days. Dave said Sletten can do it in one week. Rod Welch asked
260716 - whether Sletten's analyses and determinations take into account the
260717 - time to perform the cadwelding, ref 10?
260719 - ..
260720 - Wayne Wetzel and Kieth Carlson indicated concern about Sletten's
260721 - Schedule calculations, as well. Dave and Paul affirmed that Sletten
260722 - has fully considered the matter so that the Engineer may rely on the
260723 - 881017 start date for Voith.
260725 - ..
260726 - Based upon this assurance, Jeff advised Ken Carlson that Voith should
260727 - proceed to arrange for starting work in the Turbine Pit area, on
260728 - 881017.

260743 -
260744 - Voith will assemble a 150 ton crane beginning on 881011. Jeff will
260745 - mark off the area downstream needed for this work and asked Sletten to
260746 - move the materials and other activity it has in this area so it is

280703 - approving agency that there are a few changes that may be required to
280704 - meet the agency's standards.
280706 - ..
