Dear Sha,

On October 8, 1999 I sent you a letter expressing appreciation for your letter on September 22, 1999, which states that our account was renewed beginning on that date, for a year in the total amount of $249.16. This was in settlement of the JPS invoice on February 12, 1999 in the amount of $399, and Welch requests for adjustments due to service outages. At that time on September 12, 1999, we reviewed the record for March 9, 1999 where Michael in your office advised that the JPS invoice was mistaken, that it should not be paid, and that JPS would contact Welch to make an equitable adjustment. Michael based this position on a previous letter submitted by Wendall on February 11, 1999 stating that JPS was investigating to determine how to adjust the Welch invoice.

Three days after talking to Michale we had not been contacted, so I called JPS, and talked to Raven, Operator 307, who advised that JPS was issuing a revised invoice in the amount of $349.16 to compensate for service outages. Raven sent a letter the same day confirming understandings between JPS and Welch.

On Septebmer 22, 1999 you called and apologized for having failed to submit a timely invoice to resolve prior matters. You offered to extend current of service of 100 MB for the amount of $249.16 rather than $349.16. I agreed, and payment was issued by credit card, as set out in your letter on that date.

On December 20, 1999 we were denied access to our web files. On December 21, access was restored and JPS reported that access denial was a mistake. On February 19, 2000 the same problem occurred again. The next day JPS restored service. On February 21 JPS service was down again.

On February 29, 2000 we paid an additional $100 for an additonal 50MB of service, bringing our total to 150MB.

On March 3, 2000 JPS reported Welch usage on the server exceeded the limit; several hours later this was reported as a mistake. On March 6, 2000 the same thing happened, and Bruce Newland got the problem fixed.

Please investigate and advise the status of our account based on this service history. The record seems to indicate we have paid for 150M of service, however, the period of the service seems in question.

In light of past communication difficulties, could you please let me know you have received this letter and indicate when JPS expects to respond.
