Rod:

The "memo" you created out of my e-mail is not correct. I am not the "chief" of construction and design branch. In fact, we no longer have a "construction and design branch."

Bob Chesi is the Chief of the "Construction Policy Branch" and dual hatted as the "construction policy team leader".

I am team leader of the "construction management team."

Also, in our government "hierarchy" of communications, an e-mail is less formal than a memo, and it is not legitimate to translate on into the other. Know these fine points may seem inane and esoteric, but it is part of the communication metrics of government.
