                 Recovery Strategy for 50% Construction Document Phase
Please refer to my last E-mail of August 27,1998 for old items not yet resolved.

Problem areas:

  1. Ceiling clearances. There is not sufficient height between the bottom of the hang point supports and ceiling elevation. This is an old issue. See drawing S.2.47 and reflected ceiling plans.

  2. First floor: as per my conversation with you of 9/10/98, I believe the best way of mitigating the clearance above is to remove the suspended ceiling, expose all ducts, lights, etc. I asked TEE to confirm lighting fixture types and spacing (assume similar to Moscone North.) I asked A&P to provide a layout for the revised ductwork, however, it will be similar to Moscone north. I asked Paolletti to provide a catalog cut for the speaker housing. A revised ceiling layout should be started. When revising the ceiling layout please coordinate with the structural supports for hang points.

  3. Stairs: I believe there are quite a few problems associated with the stairs. Stair sections must reflect the structural system to date. Headroom clearances may be a problem. Width of the stair and FD valve location may also be a problem. Stair supports need to be coordinated with structural drawings. I started looking at stair # 12, nad as I indicated to you there are conflicts. My recommendation is that you need a senior person dedicated to the stair detailing and coordination. The stairs are a major element and they are quite complicated. Since they are at the perimeter of the building it will affect the skin package, therefore they need attention ASAP. Stair #12: the " updated " floor plans indicate a stair configuration that does not work. Plans need to be revised again.

  4. Elevator Mechanical rooms: they have not been indicated on the drawings. They affect structural , HVAC, etc. I know you are working on them, however it will take time. Access to the Elevator mechanical rooms needs to be resolved. Detail Plans need to be updated to indicate revisions. I do not know if you started elevator 7&8 yet. I hope that it will not impact the other disciplines. Ventilation duct needs to be coordinated.

  5. Kitchen / grease duct. I am not sure that this is resolved yet. Our drawings need to be updated.

  6. as before, I believe there is a lot of catching up to do, therefore additional senior people coupled with extended hours will be recommended. I believe Sylvia was OK with this.

  7. movable walls: I have not yet explain the issues on this one to you, since there are so many other issues at this time. We need 5'0" panels indicated and other details we can review together after the 9/15/98.

  8. The 50% printing will go to the City and the cost estimators. The set of drawings must indicate progress, not only in fixing old problems, but creating new information, details, etc. The October 15 and 30, 1998 is not to far away. Since progress has been very slow, we are quite concern that the package to be submitted to the city may not be ready. What do you think? If you agree, what is your strategy of achieving a 50% level of progress. By October 15,98?.

  1. None of the items above have yet been resolved

  2. The lack of reflected ceiling plans is affecting all the MEP consultants's work. Robert is still working on this issue... I have, and our structural consultants have previously indicated to Robert that they require a two way beam system where the hang points are located. As of this morning this question was again asked of the structural engineers. No progress on the reflective ceilings for the second and third floor. We are in our third week of this study where basic criteria problems are not addressed. Where are we going from here? I believe it is our team's common goal to minimize the construction cost impact wherever possible. Therefore I have specifically asked that the floor framing (SDE's electronic file) be used when laying out the reflected ceiling plans. The framing plans indicate east/ west bracing at 22'0oc, this means that there is already a beam at the bottom cord of the truss elevation that can be used for hang point supports. I have asked Robert to use 11'3' dimension in the east / west direction in order to minimize the amount of steel needed to only support the hang points. Minimize, not maximize the amount of miscellaneous support steel required!!!!

  3. The size of the column jacket ( precast concrete) is an obvious starting point for the movable wall layout. As disscussed before we need clearance between the column jacket and the movable wall location . 1'0"from the column to the center line of the movable wall is a minimum dimension. The partitions are 4" thick.. Interior Column detail: this affects the layout of the ceiling. It needs to be resolved before the ceiling soffits/ layouts are addressed. I believe you sent the detail to your office. Is there an answer? Is this holding up the ceiling?

  4. The edge of the gypsum board soffit as it relates to the movable wall truck is another determining factor in the ceiling soffit/ acoustical suspended ceiling layout.. A zero dimension from the edge of the track cover to the edge of gypsum board soffit is not a desirable nor an acceptable dimension. Asking our mechanical consultants to reduce the size of the 16" round duct that connects the diffuser to a 12'" round increases the number of diffusers to approximately 40 in lieu of 30 as indicated. This is also not acceptable. So, where do we go from here? Can you have somebody else look at the ceilings?

  5. I have asked your team to provide a sketch for the sky fold partition at the third floor at F line. We reviewed a Sketch that Robert started, however it needed work. Where is the solution? Does it work? Do we have the clearances?

  6. Access to mechanical rooms is not yet resolved. There are problems with all the stairs to the west mechanical mezzanine. This affects the mechanical consultant's work.

  7. Access to elevator equipment rooms 5,6 and 7,8 is not yet resolved. In talking with Al Williams it appears that a hatch from the mechanical penthouse to the elevator machine room is not possible. 60 degree slope ship ladder is the minimum Elevator code acceptable. We need a sketch for tomorrow's meeting with Al Williams.

  8. I marked up your elevator 5 & 6 section . The elevator pit may infringe into the headroom if the bus ducts are indicated. Pit construction is concrete, similar to floor boxes construction indicated on the structural drawings..

  9. Access to roof mechanical penthouse is not yet resolved. This affects the fire protection, mechanical consultant' s work..

  10. I have asked your team to address the fire damper enclosure at column line B and F. No dimensional and detail/section yet started. This may be a big problem. It may affect the ceiling. I provided you with a copy of the same detail I previously gave Robert.

  11. Door frames, partition locations. Partition, especially where we indicate a 5' 0" wide wall need to be revised. We do not want to waste any floor space. We should look at all locations where bracing does not occur and revise the thicknesse of walls. Just because it is easy to maintain a strait drafting line it is not necessarily an acceptable solution. Indicate furring walls where they occur (basement, against the concrete block walls, etc)

  12. I started red marking the 25% package. As we agreed on Monday, the package is nowhere close to 25% complete. My red marks are available for your review. There are quite a few mark ups!!! Some of the mark ups are old and not yet picked up. The " automatic" plotting routine together with the layer control is not yet accomplished.

  13. Restroom layouts. As of yesterday the ratio of water closets to lavatories is not yet resolved. I have not seen any new layouts. This is needed by our consultants. They are using old backgrounds for their layouts. This is a critical item. Floor slopes drawings need to be started. This information is needed by the plumbing engineer.

  14. Coordination with plumbing raisers, fire protection risers. The 25% plumbing and fire protection drawings contain the riser information. This information has not much chanced from the DD set, however is not yet coordinated. Our drawings must acknowledge major risers in our partition plans (plumbing chase walls, etc) If something does not fit, please mark it up and advise the mechanical consultant that it needs to me relocated.

  15. Issue of wall thickness. The interior partitions are indicated as various sizes, although the span and rating is the same. This needs to be re done for all floors. This item is especially critical at stairs and building perimeter. We have previously indicated to your team that the exit stairs do not receive any finished dry wall. Your drawings have not been corrected yet, sections not started, therefore we do not know if there are any potential problems.

  16. Exit stairs. All ADA issues need to be addressed. Provide railings at Fire Department valves. (ADA issue)

  22. I asked that the pre function ceiling drawing drafted (CADD drawings) by Peter be further developed to indicate sprinklers (spacing as per memo I gave you previously), speakers (see DD package). This affects both AV and Fire protection consultant. We have provided the ceiling layout, contacted the manufacturer, received information on detailing, however there is nobody on your team assigned to this effort of coordination/ detail development.

  23. I asked Bolivar today to start on the Ground floor ceiling revision. Indicate floor support structure ( use SDE's electronic file) add the fixture clusters I previously gave you at 30' oc , add AV speaker layout as indicated on the DD drawings. ) We need to get this going.

  24. Kitchen drawings. At DD phase your team copied the partition layouts from the kitchen consultant backgrounds. Did your office do an ADA check? We now need to make sure that the layouts are code compliant not only equipment compliant. Revise wall thicknesses, door clearances, etc. Coordinationdinate with plumbing drawings, see if any modifications need to be made to the layouts. Coordinationdinate with all details provided already in the DD package by the kitchen consultant. Freezer slab, refrigerator door details, hood detail, grease duct details. The kitchen section I originally marked up at the DD phase has not yet been touched. Floor slopes not indicated. No details to date. If any modifications are needed to the layouts it may drastically affect the food service consultant. We want to eliminate their request for additional fees due to our lack of coordination.

  25. Steven H. and I have done most of the coordination with our MEPS consultants. We do expect your team to fully participate in the coordination as part of your office responsibilities. Please instruct your team to fax (copy to us) questions, not only telephone conversations with no telephone record copied to us. Your presence at coordination meetings is important. Shared meeting notes responsibilities between you and Steven I believe is recommended.

  26. It seems to me that since you do not have any senior help from your team you can not address the coordination, red marking of your team work and the consultant work as well.

  27. It is also apparent that without a minimum of two senior people, in addition to yourself, that can work independently (work out all details, coordinate with consultants on specific questions) we can not complete our drawings. Starting somebody new on this complicated project may take approximately two weeks to come up to speed with this work. Time is of the essence.

  28. This 25% set is not something we can present to our client and expect to be paid for it!!!! If any thing the drawings are not at the level of Design Development yet. Are you planning to at list work overtime? None of your team members seam to stay late. Again, I believe that an extra effort if absolutely needed by your office. It is very scary to think abiout our deadline when looking at the 25% set of drawings

This is an urgent matter. Please advise of your recovery schedule. Also indicate when backgrounds indicating the updated structural columns and revisions including access stairs to mechanical mezzanines /reflected ceiling plans can be transmitted to consultants. Reflected ceiling plans were due September 4, 98.
