Subject: Communication Metrics
                 Delivers Intelligence via Internet

Dear Michael,
Communication Metrics is now implemented on the Internet using our web site. Recall that the U.S. Army Corps of Engineers reported Communication Metrics is an "intelligence" role. We can therefore provide an effective "paperless office" by delivering intelligence via Internet. This saves time and money. Compare, for example, the utility of this letter with my letter on November 6, 1997.

Some experts call this a "virtual office" a "data repository," and so on, but the basic idea is to improve understanding and follow up while reducing the cost of handling, storing and retrieving documents and email. Better "understanding" is a big part of communication. IBM, Microsoft, Booze Allen, Arthur Young, indeed nobody else has accomplished this objective.

This is a simple letter, but gives you command anytime, anywhere of a significant advance in the world's most powerful public utility, the alphabet. The alphabet links symbols to create information, but managers are swamped by too much information. That is why mistakes occur and projects fail. Communication Metrics links cause and effect to create intelligence that is vital to successful management.

Adding "metrics" to communication avoids the huge cost miscommunication that occurs daily. This improves earnings. It also provides an automated history of cause and effect that avoids disputes, and solves claims without litigation.

Sincerely,

THE WELCH COMPANY
