- Roy Roebuck has not submitted anything further on his draft proposal
- to NSF. He has not responded to inquires about progress. Today, I
- was able to log onto NSF web site and get information to register with
- NSF and begin submitting a proposal on Com Metrics.
-
- It appears that proposals can be submitted via Internet online, using
- Fastlane. This method of submission helps meet the objective set on
- 990225 of enabling reviewers to interact with the SDS record online,
- and so justifies filing a proposal.

-
- I prepared and submitted the following...
-
- This Small Business Innovation Research Phase I project shall
- investigate using computer science, cognitive science and the
- Internet to formulate business "metrics" for communication to
- solve the problem of information overload, by adding
- "intelligence" to management.
-
- The human mind, on its own suffers ambiguity and error, as the
- flow of information increases, "management" is reduced to a
- process of continual bumbling under current technology and
- practice. Practical and powerful "metrics" for communication will
- apply a work process of "intelligence" supported by technology
- that significantly leverages human acuity, and thereby
- significantly solves information overload.
-
- Since communication is the dominate factor of success in human
- endeavors, this method significantly increase earnings in
- commercial enterprise, and reduce costs in government and
- non-government sectors. The project will define a new management
- science of Communication Metrics that supports a new work role for
- generating "intelligence" that can be distributed quickly and
- uniformly via Internet to build and maintain shared meaning, which
- otherwise fails due to information overload and limited span of
- attention, causing frustration and continual loss.
-
- Making communication effective comprises the main pillar of the
- triad for enterprise management. Others are focusing on
- integrating objects and data. Communication that adds
- "intelligence" to management, is the essential ingredient for
- making enterprise management effective. Whether or not objects and
- data are successfully integrated to achieve the goals of
- enterprise management, adding an "intelligence" role to
- management, supported by appropriately designed technology, will
- be a step forward in the march of civilization.
-
- The key process entails automated integration of time and
- information that advances the utility of the alphabet as the
- foundation of knowledge acquistion. Up until now, only the human
- mind has been able to synthesize time and information to produce
- knowledge, as experience in the minds of people.
-
- Increasing the value of the alphabet to generate "intelligence,"
- rather than mere information, yields a huge market akin to turning
- straw into gold, and water into wine. Why? Anyone who has
- attended a business meeting at IBM, Microsoft, Intel, U.S. Steel,
- Harvard, or Joe's Flower Shop, is aware that human beings can
- maintain alignment of communication for about 1 minute. If there
- is a little bit of information to process, alignment can be held
- and applied usefully, for awhile, sometimes long enough to
- integrate into the work flow correctly. The modern environment
- overwhelms people with information, causing managers and
- executives to spend most of their time "expediting," "problem
- handling" and fixing mistakes they made 10 minutes ago, yesterday,
- last week, last month, last year and 10 years ago. This means
- people are working at perhaps 2% - 10% of their capacity.
- Capability that maintains alignment of communication and conduct
- over time with requirements, objectives and commitments can
- improve management productivity by a factor of 10. To the extent
- that manufacturing removes the negative impact of poor management,
