151105 - Explained details of situation at COE, developed ideas for Bill to
151106 - attend PMI dinner meeting tomorrow, and introductions to some
151107 - contacts. Bill offered background at Navy that seems to support the

151501 - I called Bill last night in response to his email on the status of the
151502 - COE assignment, ref DRP 3 line 19, received at ref SDS 17 line 75, and
151503 - advised the current procurement has crashed, an effort is underway to
151504 - initiate a new procurement.
151506 - Bill called back this morning and I explained some of the details of
151507 - the COE Welch procurement that was recently rejected, ref SDS 16 line

151513 - Bill advised that his job in the Navy was a manual application of the
151514 - Communication Manager role we are trying to create at COE. He
151515 - indicated the Navy experienced similar difficulties using conventional
151516 - management practice: meetings were held without agendas, people were
151517 - unprepared, actions were not followed up, some groups and individuals
151518 - were non-responsive and/or not aggressive in performing the work, etc.
151519 - As a result the Navy created a "Communication Agent" role which Bill's
151520 - group provided, and which he rose to eventually lead. Sounds like a
151521 - major aspect of this job was to "facilitate" meetings to improve
151522 - productivity/usefulness of meetings.

151531 - It was not clear from this discussion the level of effort applied to

151533 - analysis of people. We did not discuss the idea of facilitating

151536 - Bill mentioned that the Communication Agent by default became a prime
151537 - mover in the work process, which has been an issue at COE.

151545 - I mentioned the PMI meeting tomorrow evening at Gabbiano's. Bill would

151547 - I exlained the event begins at 1700 with a pre-dinner speaker under
151548 - the heading of a "forum", but it is mainly used for networking --
151549 - drinks can be purchased at no-host bar. Dinner not begins oa 1930, for
151550 - another hour, during which more networking can occur. It costs $30

151557 - We considered a meeting in a few days at COE. I need to get a feel if

151559 - line 105, and Max was slightly put off, but that seemed related to the
151560 - training issue. Last week I suggested that Max consider Bill to
151561 - replace Tom Keesling for the 1 year deal where Tom is being assigned
151562 - to the business systems implementation project. Max said that he must
151563 - draw from a pool of COE personnel to fill this assignment, so he could
151564 - regard my bringing in Bill as being pushy, even though Bill is likely
151565 - exactly what is needed for Tom's job.

151581 - We considered some joint marketing possibilites using Bill's contacts

151584 - Bill seemed to indicate most of his contacts are in Washington D.C.,
151585 - San Diego, Washington state, etc. I mentioned possibility of visiting
151586 - General Hatch (retired), now President of Fluor Daniel's Hanford
151587 - project, in Washington. Hank needs a lot of help in the vein of
