111801 - Tom said that Tom Benero has received an opinion from COE legal
111802 - counsel to modify the Welch contract rather than advertise for
111803 - bidders.  This requires the amount be less than $100K.

111805 - Tom offered to use the same basic numbers but for 4 months instead of
111806 - 6 months.  This reflects that we have done 2 months of a 180 day
111807 - contract, which is approximately 6 months, so using 4 months fills out

111810 - Tom feels the administrative cost can be reduced from 170 hours per
111811 - month to 140 hours per month.  I wonder if it doesn't make more sense
111812 - to say we determined in negotiation that a less expensive person can
111813 - perform the support, rather than the less realistic position that we
111814 - were able to find someone willing to work only 80% of the time. Taking
111815 - the less expensive person approach, we would be saying that this
111816 - person would not be a trainee for a Communication Manager, and we will

111819 - I talked to Tom Benero a little later and he confirmed the point that
111820 - Jim Stout wants COE to modify our existing contract, so it can be done
111821 - right away rather than incur the several months delay of advertising
111822 - for sole source procurement, since Tom can determine the matter for
