111715 - the scope Tom proposed. Evidently Max mentioned that Tom is
111716 - authorized to develop the Welch scope as Tom feels is needed. I

111745 - Tom advised that Dutra's contract on the Port of Oakland job has a
111746 - provision that makes "partnering" an option. Dutra and the Corps are
111747 - participating. This method was considered at the ASPE seminar at ref
111748 - SDS 2 line 200, and previously at the 1994 PMI Asilomar Conference,
111749 - ref SDS 1 line 73. It seeks to apply internal "Feel Good Management"
111750 - methods to external contracts, with results per 1996 Asilomar, ref SDS

111755 - line 161, is aimed at applying Communication Metrics to make
