111746 - provision that makes "partnering" an option.  Dutra and the Corps are
111747 - participating.  This method was considered at the ASPE seminar at ref

111749 - ref SDS 1 line 73.  It seeks to apply internal "Feel Good Management"
111750 - methods to external contracts, with results per 1996 Asilomar, ref SDS
