120809 - defective pipe.  Evidently an old spec was used for the project with
120810 - the result that the specified pipe is no longer commonly manufactured,
120811 - so this was a special run.  Even though it appears there is ample time
120812 - for the pipeline construction to preceed construction of the transmis-
120813 - sion line and other PG&E work, this kind of delay could potentially
120814 - impact PG&E's work.  Therefore, it is a good idea to get into the
120815 - record at an early date while there is low likelyhood of dispute with
120816 - respect to impact, that CDWR's activities actually control PG&E's
