051168 -         am doing a contract for PG&E to evaluate its efficacy.  PG&E

051178 -         challenge at Sandia.  We considered the anomaly of saying we

051180 -         discover new opportunities by adopting the POIMS practice of
051181 -         "measuring" communications, but there is not enough time to do
051182 -         it.

051184 -              This is a variant of the old saw:  there is never enough
051185 -              time to do the work correctly the first time, but there
051186 -              is always enough time and money to correct the mistakes.
