101622 - explained the general movement in management theory toward using
101623 - dedicated a Projects Group in large organizations to implement Project
101624 - Management as a discipline.  Mentioned how PMI is supporting this

101631 - people who are willing to take on a coordinating role.  This is why he

101635 - Wayne mentioned a discussion he had with Walt yesterday on the need
101636 - for the Engineer to issue correspondence to Voith on a particular
101637 - matter.  Walt urged that the letter be issued by him rather than
101638 - Power, because some of the issues in the letter relate to matters
101639 - directly between DNRC and Voith.  Wayne noted Walt's sense of
101640 - determination in carrying out his vision of what the structure and
101641 - duties of the parties are with respect to Broadwater.

101643 -     I suggested to Wayne that Walt be asked to submit a memo identify-
101644 -     ing the duties in the Voith contract which the Owner is called to
101645 -     perform directly, and those that the Engineer is to perform.  He
101646 -     should then be asked to segment correspondence so it does not
101647 -     commingle these distinct issues.

101649 -     DNRC should generally be working to minimize its scope and obtain
101650 -     the maximum performance from its vendors, in this case the
101651 -     Engineer.  Where there is a reasoned objection, take action,
101652 -     otherwise permit the Engineer to proceed so he is responsible for

102003 - He advised that none of the shop drawings Voith promised to submit on
102004 - Jan 20, then the 24, then Jan 31, have been submitted.

102006 - This further suggests a concern by Voith and its sub Renk, that the
102007 - shop drawings will not show compliance with the contract.

102009 - I mentioned to Wayne at lunch this situation, and noted that it seems
102010 - to be further evidence that Voith is backed into a cornor and simply
102011 - ground to a halt, because it cannot produce shop drawings that show
102012 - its speed increaser complies with the contract.
