- Swan Construction on Earthwork
-
- Jeff and I met with Mr. Bill Clark, field Superintendent for Swan
- Construction Company.
-
- Bill advised that he met with Sletten management (I noticed he was in
- discussions with Mr. Sletten about 1300 at the downstream end of the
- project - see also below on meeting Sletten, ref SDS 0 LG3L) and
- discussed completion scheduling and sequencing of the earthwork. He
- indicated Sletten expects Swan can mobilize to begin backfill
- operations in about 2 weeks provided the concrete work is complete in
- sufficient degree. Bill explained it is not feasible for him to
- perform other work ahead of backfilling the concrete work, because he
- expects to use some of the excavated materials for backfill.
- Additionally, he feels there is only about 2 weeks work for him and he
- wants to avoid the expense of multiple move-ins.
- ..
- Apparently Sletten has decided to perform the removal of the
- fill supporting the cofferdam with its own forces when the cofferdam
- is removed near the end of the job, instead of having Swan do this
- work.
-
-
- ..
- Excavation of canal pipes
- Affect on access across cofferdam
-
- Swan or Sletten will within the next few days close the entrance to
- the 96" pipes supplying the canal, so it will dry before Swan begins
- work, to facilitate excavation. He feels the actual work will
- require about 3 or 4 days. During the excavation period, Gracon and
- Sletten will have to work around the excavation operation to gain
- access across the cofferdam. Bill also explained that the removal of
- the pipes will reduce the level of access at this location (e.g. the
- upstream cofferdam). He feels the concrete pump truck will have to
- be located on the road at that point.
-
- Additionally, this may result in diminished access by Gracon
- relative to their expectations when Mike Ream indicated this would be
- adequate until access across the Powerhouse becomes available, ref 2
- line 101108).

-
- ..
- Downstream cofferdam
-
- Bill advised that there is approximately two days work involved in
- the area where Gracon is located for barge access on the downstream
- side of the cofferdam. He indicated there is no cost or scheduling
- advantage in performing this work until the cofferdam is removed. He
- has disclosed this opinion to Sletten, as indicated above.
-
- I asked him if there is any advantage in performing the work now or
- prior to removal of the cofferdam. Bill said it would not be cost
- effective to do this small amount of work and there is no other
- offsetting advantage to perform prior to removal of the cofferdam.
-
-
- ..
- Backfill pervious material
-
- Bill was under the impression that pervious material did not extend
- the full depth of the Powerhouse. Jeff reviewed the plans with Bill
- and showed him the contract requires pervious material to the full
- height of the structure.

- Meeting with Jeff and Bill Clark
-
- Bill advised that Swan interpreted the contract to require access
- roadway maintenance once a month, at a cost of approximately $1 500
- each time work is performed, or about $50 000 for the duration of the
- project.
-
- Bill said he is not getting paid because the Engineer is not
- releasing payment for demobilization (pay item 1), which Bill said is
- where payment for roadway maintenance should be made.
-
- Jeff reviewed the payment allowances made for this item relative to
- the scope statement for demobilization.
- ..
- Contract section 01025 page 4 and 5 pertain to this matter, and
- show;
-
- Pay Item No. 1 Mobilization and Demobilization: Lump sum
-
- Para c under mobilization is all that deals with access roads and
- this is only mentioned in connection with "right abutment fence
- access roads."
-
- Para c under demobilization covers: Repair of existing access
- roads damaged during construction. This appears to relate to
- section 01555 para I which requires fine grading the access road at
- the conclusion of the work.
-
- There is no clear relationship between the requirements of Pay Item
- No. 1 and the requirements of Section 01555 para 3.3 F and H calling
- for maintenance of the 5.1 mile access road at issue in this part of
- the meeting with Bill.
- ..
- The nature of such work is time related and a function of the
- actual use to which the road is subjected. This is similar to
- supervision of the work which is paid as a proportion of each pay
- item. Absent additional evidence it is unclear why release of
- payments under pay item #1 should be necessary or appropriate to
- compensate the contractor for maintaining the access road under
- section 01555.
