- ..
- 6. Recently saw a movie with the title "Command Decision" made in
- 1948 on bombing during WWII in Germany about 1942.
- ..
- 7. Two generals were discussing whether to continue bombing a
- heavily defended target deep in Germany, where severe losses
- were being suffered by the Allies, primarily by American
- forces, since the US had the planes and pilots.
- ..
- 8. The subordinate general ordered bombing because intelligence
- showed Germany had developed and was starting to manufacture
- jet aircraft, which could dominate the skies, relative to ally
- capabilities at the time. So, the general made a command
- decision to trade heavy losses today, in order to avoid total
- loss later. Seems like the right decision today that any good
- marketing person could sell.
- ..
- 9. His boss, a senior general, was afraid he could not explain
- such losses to Pentagon and Congressional leaders, and so
- ordered these bombing runs to stop in order to avoid additional
- and certain high losses.
-
-
- ..
- Air Force Resisted by Military Unnecessary Not Enough Time
-
- The senior general recalled efforts 10 years earlier, as a
- captain, or major, (promotions accelerated when war started),
- trying to convince DOD and Congress to support airpower. He
- explained how many of his friends (early adopters, advocates,
- adherents), were either killed testing early planes, or had
- their careers destroyed because they tried to sell vitally
- needed technology to people who had no experience with
- airpower, and so resisted improvement by denial of benefits on
- grounds that DOD had no requirements for an air force. (see
- "disruptive technology" reviewed on 990527, ref SDS 1 1221).
-
- [On 041118 Gil comments similar resistance slows progress
- toward a culture of knowledge using SDS for intelligence
- support, because there is no "requirement" for accuracy in
- business. ref SDS 13 4B9M
- ..
- [On 041213 Edison invented Portland Cement, died broke
- trying to sell it; today, Portlan Cement is the bedrock of
- construction building materials. ref SDS 14 334L
- ..
- General Billy Mitchell was eventually given a chance, and in
- 1921 successfully demonstrated that even crude, early versions
- of airplanes could sink battleships, but even that did not sell
- everyone. See research at...

- http://www.medalofhonor.com/BillyMitchell.htm
- ..
- In 1925, Mitchell was court martialed, and left the military in
- disgrace. He was later rehabilitated, mostly posthumasly,
- further demonstrating fragility of faith needed for
- transformation in the beginning, reviewed on 030718 citing
- knowledge of democracy was barely a "whisper" during the Roman
- Empire. ref SDS 4 WZ7N Fear of losing life, career,
- livelihood, payment, promotion taken together cause improvement
- to take 50 years in an established culture, reported on 011210.
- ref SDS 2 R66K General Mitchell died in 1937, and so never saw
- his vision implemented just a few years later with the ramp up
- for WWII. He was awarded the Congressional Medal of Honor by
- Congress in 1946; the citation says...

- AWARD OF THE CONGRESS
- AUGUST 8, 1946

- OF AMERICAN MILITARY AVIATION
- ..
- Same problem exists today, reported at NASA in testimony before
- Congress on 030826 explaining why mistakes that caused the loss
- of the Challenger in 1986 were repeated in loss of the Columbia
- Space Shuttle in 2003. ref SDS 5 8K4G
-
- [On 040829 reviewed time required for transformation to
- prepare for meeting with Gary on future of SDS. ref SDS 12
- VV45
- ..
- Disruptive technologies are opposed by people with lots of
- money to pay for marketing people, who are highly skilled at
- explaining sustaining technologies, because they have a lot of
- experience, and there is more money in that field than in
- trying to sell people something for which they have no
- experience. These are powerful cultural forces that resist
- improvement, reported on 990527. ref SDS 1 1233 Don Rumsfeld
- described specific forces during remarks to the War College,
- ref SDS 3 OFYR, where he went on to urge people to work for
- transformation. ref SDS 3 QE4H
-
- [On 040829 reviewed why transformation for disruptive
- technologies take a long time. ref SDS 12 VV45
- ..
- 10. The top general said his career was essentially an accident.
- He was the "last man standing" advocating airpower against the
- status quo of bureaucracy, reviewed on 040203, ref SDS 6 E44K,
- when folks in the Pentagon and in Congress finally "got it,"
- and suddenly "turned on a dime" when everyone realized war was
- immenant based on Germany's success with airpower in Europe,
- which was prominently shown by news reels in the movies in
- those days. The brass looked around for someone with experience
- and tapped him to head up the Army Air Corps. He described how
- enabling forces suddenly came into alignment for his career and
- for transformation from land and sea to land, sea and air
- forces.
- ..
- 11. This general had fought so long and hard, and nearly suffered a
- failed career, and loss of life trying to promote airpower,
- that he was afraid to take the chance approving another bombing
- run into Germany, in order to increase the chance of winning
- the war by reducing must greater losses later, but where heavy
- losses would be suffered immediately, because he could not
- explain such losses to others (the bureaucracy where many must
- say yes, but only one saying no stops progress), who are not on
- the scene, and will not be able to understand, and so would not
- approve expanding the budget to relace the planes and pilots,
- etc., etc.
- ..
- 12. To make a long story short, the subordinate general wound up
- winning the argumeent, because he was played by Clark Gable,
- and in the movies, Clark always got his way, because that is
- good marketing, and so a difficult command decision was finally
- made to destroy the German factories building jet airplanes,
- and this likely was a major factor in the eventual outcome.
- ..
- 13. "Command Decision," maybe you can rent it -- would be
- interested in your take on the issues raised on transformation
- in relation to our discussion coming up on 010910, and efforts
- to enable a broader base of people to experience the power of
- knowledge, the way the people eventually experienced air power
- leading up to WWII.
- ..
- 14. We need a command decision on the ASB, whether to launch or
- keep fine tuning. Again, I think deployment needs some work,
- and maybe we can discuss later today.
