Today, while working on another matter, I came across an article by Mark Haselkorn published last year on the Virtual Office. Mark is a Professor of Technical Communication -- mark@uwtc.washington.edu He also seems to have an association with NSF. His article discusses innovations needed to achieve meaningful progress using technology to improve management, which is the aim of the Communication Metrics proposal. Your letter on July 7, indicated we don't need to find a reviewer for Phase I projects. In any case, Mark's association with NSF and understanding of the problem we are solving may be helpful.
