Per our telecon today, here is a letter I sent to NSF today, that has a link to the technical proposal. Notice the proposal has links to web sites. The printed document will not have these links, so we need a reviewer who will have some idea about the merits of the concepts and implementation.

I have to turn it all in on Wednesday, 990616. If you have any comments on the preparation, even on what would make a good research subject, it would be appreciated.
