on CEMP's draft report, ref c.
Your draft explains the SDS program well, and voices understandable
caution about new ideas. A balanced report can set out needs and benefits.
For example, Communication
Metrics supports USACE's
Strategic Vision by introducing an
intelligence role to prepare for new realities of the 21st
century.
Conclusions might cite new evidence of cost savings and
self-evident benefits that justify further study by USACE. Is it
possible for CEMP's report to foster proactive follow up by requesting
comments, rather than simply sending it forward? A second draft
shows how this might be done.
