Like CEFMS, PROMIS, RMS, and other major improvements, questions on
implementation require careful study that can be accomplished in a project to
deliver an Implementation Plan.  For preliminary talking purposes, HQ might
support a project by CESPN to develop a formal

Implementation Plan,
as shown in the record today.
