I think that [ your letter] will give the Commander a feel for the system and what it can do.
The Judicial Review methodology looks fine to me. I would not limit the individuals who want to look at the detail to do so however, and if the link to the original document sooner than having to go all through the links. I am not sure that this can be done but it might help.
