I wish to express my appreciation for your work on the Oakland Harbor Deepening
Contract, in which you provided automated management assistance in resolving
several contract modification and claims issues that we were experiencing. Your
expertise and application of the SDS program contributed to establishing order
to a contract which was going out of control.




Your efforts in pulling together the information and records required to regain
control of the contract management has set the tone for future dealings with
the contractor and our local sponsor on the project.  Contractor performance -
at least in complying with the submittal of information and reports and
clarificatoin of correspondence - improved.  As a result the Government's
administration of the contract also improved, your work established the
framework for continued management and administration of the contract hopefully
to a successful conclusion.




The whole process benefitted from your work and the application of SDS.
