Subject:  Kwan Henmi Project Team Staffing and 50% Construction Document
                Package Priorities

This memorandum outlines the actions that Kwan Henmi (KH) is taking to meet the project obligations discussed in our meeting Wednesday, September 23, 1998. We are (1) increasing senior technical staff and defining the KH project team staff structure, (2) clarifying the channels of communication and taking the lead in recording team coordination meetings as they relate to KH scope of work, and (3) outlining the priorities for the KH team to complete a productive 50% construction document submittal.


PROJECT TEAM STAFFING

KWAN HENMI PROJECT TEAM

  1. Project Architect: Ivan Romero.

  2. Senior Technical: Michael Foegelle, Janet Mackinnon, Robert Jansen, and an additional senior technical team member.

    Michael recently joined the team and KH will provide two (2) additional senior technical resources, as quickly as possible. Janet will join the office Monday, 10/5/98 and we are searching for a third new technical team member.

  3. Technical/Production: Bolivar Puyol, Lawrence Kuan, and additional CAD/production resources. Kwan Henmi will provide additional CAD/production resources, as requested by Ivan.

  4. Technical Assistance and Quality Review: Robert Rudeen. Robert Rudeen (KH Technical Director), will be available to support the KH project team with detailing, document organization and quality review (a maximum commitment of 16 hours per week). Robert is scheduled to the project Monday mornings, the full day on Wednesdays, and Friday afternoons.

  5. Coordination Meeting Documentation: Rod Welch

COMMUNICATION
  1. Ivan, Steven Hergert and Clonia Cautis are to coordinate project requirements and priorities. New coordination issues, corrections, and concerns identified by Steven and/or Clonia should be brought directly to Ivan's attention. Ivan (1) stays informed on all significant issues, and (2) can direct KH resources as required to meet the needs of the project and the scheduled deadline.

  2. Individual KH team members to take their direction from Ivan. Ivan to communicate all assignments and priorities.

  3. Rod Welch will attend and document and scheduled project team and M/E/P and Structural consultant coordination meetings. Meeting minutes, with identified decisions and follow-up action items will be prepared and distributed to project participants.

WORK PLAN: 50 PERCENT CONSTRUCTION DOCUMENT PRIORITIES

PROJECT ARCHITECT

Throughout the remainder of the project, Ivan will:

  1. Organize tasks and establish priorities for the KH scope of work, in coordination with Clonia and Steven as required.

  2. Monitor progress, coordinate, and review the work of the KH project team and related consultant work. As indicated above, all KH project team members take their direction directly from Ivan.

  3. Attend project team coordination meetings and attend and lead consultant coordination meetings as they relate to KH scope of work.

KH PROJECT TEAM TASKS, RESPONSIBILITIES, AND SCHEDULE
  1. Ceilings

    1. Tasks/Deliverables:

      • One sheet of selected typical ceiling details.

        (1) Exterior 50% Coordination Priority

      • Ceiling element layouts coordinated and finalized including pre-function and secondary ceilings. All ceiling heights noted on reflected ceiling plans. Typical details tagged on reflected ceiling plans.

        (2) Consultant Coordination Priority

      • Ceiling soffits at exterior walls resolved and CADD input into wall sections.

    2. Staffing: Design resolution and typical details by Robert Rudeen and/or a new Senior Technical Resource (as determined by Ivan).

    3. Milestones:

      • Explore design options and develop potential alternatives immediately;project team to agree on a design approach Friday, 10/2/98.

      • Updated document base plans for issuance to consultants on or about Friday, 10/9/98.

      • Applicable details issued with 50% Early Skin Package Thursday, 10/15/98.

      • Complete work outlined Friday, 10/30/98.

  2. Stairs

    1. Tasks/Deliverables:

      • Stairs worked out and documented in plan and section, including sprinkler risers, structural supports, wall types, scope of furring/finish partitions inside the stairs, access to structural dampers, and railings.

        (1) Exterior 50% Coordination Priority

      • One cross section at typical stair showing interface with exterior wall.

        (1) Exterior 50% Coordination Priority

      • Stair sections updated to reflect structural members.

        (2) Consultant Coordination Priority

      • Dimensions on stair plans.

      • Stair 13 plan and section developed to same level with descriptive notes.

    2. Staffing: Robert Rudeen and Janet Mackinnon (as determined by Ivan).

    3. Milestones:

      • Initiate work as quickly as possible, Wednesday 9/30/98.

      • Updated document base plans for issuance to consultants on or about Thursday, 10/15/98.

      • Applicable work issued with 50% Early Skin Package Thursday, 10/15/98.

      • Complete work outlined Friday, 10/30/98.

  • Elevator/Toilet Cores

    1. Tasks/Deliverables:

      • All three major elevator/toilet cores worked out with respect to plumbing fixtures, partition types, structural framing, elevator venting, machine room, access to fire dampers.

        (2) Consultant Coordination Priority

      • Enlarged plans of toilets and elevators with dimensions.

        (2) Consultant Coordination Priority

      • One section through each set of elevator shafts/machine room/mechanical mezzanine showing structural frame and partition alignments, duct and structural clearances.

        (2) Consultant Coordination Priority

    2. Staffing: Ivan Romero and Michael Foegelle (as determined by Ivan).

    3. Milestones:

      • Ongoing.

      • Updated document base plans for issuance to consultants on or about Thursday, 10/15/98.

      • Complete work outlined Friday, 10/30/98.

  • Sections/Interior Elevations

    1. Tasks/Deliverables:

      • Updated to reflect structural elements, access panels, fire-hose/valve cabinets, structural frame and fire dampers. Typical details tagged on sections/interior elevations.

        (2) Consultant Coordination Priority

      • Limited/selected typical details.

    2. Staffing: Robert Jansen and Lawrence Kuan.

    3. Milestones:
      • Initiate work once ceiling design is complete on or about Monday, 10/5/98.

      • Complete work outlined Friday, 10/30/98.

  • Miscellaneous

    1. Tasks/Deliverables:

      • Clearances at basement ramps resolved with partial sections.

        (1) Exterior 50% Coordination Priority

      • Partition types defined, scheduled, and tagged on quadrant floor plans.

      • Door schedules filled out with respect to door type, size, rating, and material.

      • 5-10 typical door details.

      • Finish schedule.

      • 10-15 miscellaneous details (terrazzo, plaster , etc.).

      • Limited/selected typical details.

    2. Staffing: Ivan Romero, Robert Rudeen, Robert Jansen, and Lawrence Kuan.

    3. Milestones:

      • Ongoing.

      • Updated basement ramps issued with 50% Early Skin Package, Thursday, 10/15/98.

      • Complete work outlined Friday, 10/30/98.

  • Floor Plans

    1. Tasks/Deliverables:

      • Coordination with the work above; updating of fire separations, wall type tags, all enlarged plans, elevations and building sections targeted, dimensions.

        (2) Consultant Coordination Priority

    2. Staffing: Bolivar Puyol.

    3. Milestones:

      • Ongoing.

      • Updated document base plans for issuance to consultants on or about Thursday, 10/15/98.

      • Complete work outlined on Friday, 10/30/98.

        1. Exterior 50% Coordination Priority: Work tasks that are first priority as required to coordinate with the 50% submittal of the exterior early skin package.

        2. Consultant Coordination Priority: Work tasks that are second priority as required to complete the base drawings as required for coordination with project team consultants.

    Ivan is currently reviewing the Moscone II 50% construction document package and will develop a work plan outlining the documentation tasks to be completed, for the October 30, 1998 50% construction documents deadline. Once completed, we should assess the project status, confirm project schedule milestones, and project team staffing and communication.
