Dear Mr. Johnston:
Attached is Request for Proposal (RFP) No. 19, for removal of excessive debris encountered in the Todd Wing and Schnitzer Wing. Your concerns and issues delineated in your letter dated 25 October 1996. The drydock located adjacent to the Federal channel does not pose a significant problem. You are directed to maintain a 50 foot radius from the point of the drydock that is located closest to the Federal channel.

You are to proceed with this work in the manner specified while this RFP is being negotiated.

This Request for Proposal (RFP) No. 19 covers the work to be performed in the Todd and Schnitzer Wings of the project as shown on sheet 7 of 20 of the contract drawings.

Removal of additional concentrated debris, encountered in either Todd Wing or Schnitzer Wing, will be accomplished by depositing that debris as excavated (including piles from previously unknown piers with attached muds) onto an adjacent flat barge. The barge, when loaded with approximately 1000 cubic yards of material, as determined by the size of the bucket or clamshell used to excavate the material, will be transported to a suitable disposal site outside the limits of this contract work. The requirements of reference (a) will apply to this material disposal.

The material, as it is excavated, will be determined to be of the concentrated debris going to the flat barge or suitable to be disposed of at the Galbraith disposal site. If a grid is used on the barge or scow, the material that remains on the grid is required to be handled as specified in the contract. Any debris collected on the grid is the responsibility of the contractor to remove from the project as required by reference (a).

The contractor shall provide sufficient number of flat barges and other equipment so as not to impact the dredging production in these areas of the contract work.

The contractor shall submit his detailed proposal and methodology for accomplishing this work as follows:
