Ideas on CPM; Directing Work to Proceed in Disputed Areas

Dear Tom,

Here are notes that integrate the two discussions yesterday, since they address mostly topics continued from prior meetings. Please indicate any material you wish to separate, as well as correct/add/delete, particularly with respect to clarifying COE requirement on the RFPs for Soft to Hard polygons (see line 400511).

There are a lot of Action Items pending from prior meetings. I mentioned to Herb on Monday, and to Tom Keesling this morning, the idea of reviewing these with the Contractor, once or twice a month. It could even be done weekly. I have not pushed this because these first few weeks the contractor is getting familiar with a new method. A similar idea would be to review internally COE Action Items in advance of meeting with the Contractor, to give key players a chance to prepare for meeting with the Contractor, and possibly be reminded of pending matters, including coordinating on getting things done.

Also attached, are ideas we discussed on having the Contractor prepare a CPM showing when it will complete. This provides a tool for COE to plan "work arounds" on thorny matters like the floating dock matter. The other issue that may warrant consideration is a letter to direct the Contractor to commence work in areas under dispute in RFPs, per attached analysis.
