Proposed Methodology for
Removing Foreign Objects and Debris at the Todd and Schnitzer Wings
on the
Oakland 42' Deepening Project


A.) Debris Removal should be treated as a distinct operation to be executed
prior to dredging.

B.) Work will proceed on a force account as the volume and character of debris
and foreign objects can not be reasonably and/or accurately determined in
advance as evidenced by the large volume encountered to date.

C.) The order of work would be:

    1)  Boom off the entire area in question i.e. - The Todd and Schnitzer
        wing areas.

    2)  Clam the discrete areas of known and potential debris.

    3)  Place the debris laden with mud into scows/flat barges.

    4)  Retrieve and corral floating debris and place it into scows.

    5)  Transport the debris to berth 10 at The Port of Oakland.

    6)  Off Load the debris and/or mud into the containment area at berth
        10 using a land based crawler crane. Place plastic on the ground
        that the load will pass over.

    7)  Dredging will then proceed in the Todd and Schnitzer wing areas
        using grids on scows as a means of filtering debris.

    8)  If the debris problem resurfaces, repeat the procedure.
