PMI Speaker Bios

Russell F. Oberlander
Project Manager

Mr. Oberlander has been a Project Manager for Turner Construction since 1986. In this capacity he has been involved primarily in Construction Management work for the public sector, providing the full range of preconstruction and construction phase services to clients. He has managed a variety of project delivery systems: conventional design development with construction by a single general contractor, phased design with multiple prime contractors, and fast-track design with multiple trade-level contractors.

Prior to 1986, Mr. Oberlander was a Project Superintendent, advancing through various field and engineering assignments. During this period he was involved primarily in General Contracting work for the private sector. Before joining Turner in 1970, Mr. Oberlander was in the US Army Corps of Engineers, where he served as a Company Commander in Vietnam.

Mr. Oberlander received a BS in Civil Engineering from Rutgers University in New Brunswick, NJ in 1967.


Darrell G. Petray
Business Development Manager

Mr. Petray has been with Turner Construction for over sixteen years. In his current position as Business Development Manager he is responsible for business development activities throughout the San Francisco Business Unit. Prior to this position Mr. Petray served in various operational roles including engineering and project management. He is a skilled manager with an excellent ability to focus on project schedule, cost and technical objectives.

Part of his prior experience includes being an estimator in our Northern California Office. He was responsible for working with owners and architects during the preconstruction phase to provide project budgets and detailed value engineering cost studies of design options.

Mr. Petray received a BS in Construction Engineering from California State University, Sacramento, CA in 1980.


Steven M. Rule
Business Unit Engineer

Mr. Rule has been with Turner Construction for over twelve years. His field expertise and development as a professional staffperson includes both on-site engineering and project superintendence. Complete knowledge of project administration, job meetings, cost control applications, shop drawing procurement, submittal reviews, safety, quality control and job scheduling is unique to the overall understanding of project documents. In past assignments Mr. Rule has had direct responsibility for these important items.

In his current position as Business Unit Engineer, Mr. Rule is responsible for acting as a mentor and facilitator to all engineers in the San Francisco Business Unit. In that role he leads regular meetings of the engineers where various topics and ideas are exchanged in an open forum. In addition, Mr. Rule assists the engineers with establishment of project administration and control procedures as well as functioning as a clearing house for technical information.

Mr. Rule received a BS in Construction Engineering Management from Oregon State University, Corvallis, OR in 1983.


Kavinder Singh
Project Engineer

Mr. Singh graduated in 1982 with a Bachelors in Architecture from the College of Architecture, Chandigarh, India. He began his career in New Delhi designing single and multiple family homes. In 1984 he took up an assignment in Kuwait where he moved towards the construction end of the business. He was a part of a Construction Management team that managed hi-rise office buildings, luxurious villas and apartment buildings. In 1989, Mr. Singh, moved to Gainesville, Florida, where he graduated with a Masters in Building Construction. He began his career in the US in 1992. For the first 2 1/2 years he worked in the pre-construction phase of the seismic retrofit of the historical San Francisco Civic Center.

In his current position with Turner construction, as a Project Engineer on the construction of the Santa Clara Valley Medical Center, North Tower Project, a $100M hospital facility, Mr. Singh monitors project information and control procedures. At the current time Mr. Singh is responsible for the structural steel and exterior wall systems on the hospital tower addition.
